With the rapid development of urbanization, the living standard of residents has been continuously improved, the number of urban cars has increased substantially, and the problem of insufficient supply of parking facilities has become increasingly prominent, which has squeezed public resources such as non-motor vehicle lanes, affected traffic and restricted the further improvement of urban quality and management service level. Attracting social capital and promoting parking industrialization is an important way to solve the urban parking problem, and it is also an important measure to reform and innovate and stabilize economic growth at present. Therefore, this guidance is formulated.

First, the overall thinking. Based on the urban traffic development strategy, we should coordinate dynamic traffic and static traffic, focus on the present and benefit the long-term, take parking management as an important means of traffic demand management, moderately meet the basic parking in residential areas, strictly control travel parking, take parking industrialization as the guidance, increase the reform and policy innovation in urban planning, land supply, financial services, charging prices, operation management and other aspects, create a good market-oriented environment, fully mobilize the enthusiasm of social capital, speed up the construction of parking facilities, and effectively alleviate the shortage of parking supply.

Second, the basic principles. Adhere to market-oriented operation, accelerate the industrialization of parking with enterprises as the main body through government planning guidance and policy support in accordance with the requirements of market-oriented operation; Persist in reform and innovation, improve management system and mechanism, explore various cooperation modes, and effectively attract social capital; Insist on intensive tapping potential, encourage the open enjoyment of existing parking resources, effectively utilize and fully tap urban underground space resources, and build three-dimensional parking facilities; Adhere to the synchronization of construction and management, improve the management of on-street parking spaces, improve the level of parking informatization, and strengthen the governance of illegal activities.

Third, scientific planning. According to the overall urban planning and comprehensive transportation system planning, all localities adopt differentiated parking supply strategies, revise parking standards for urban buildings, organize the preparation of special parking facilities plans, incorporate them into the detailed planning of urban land use control in time, and do a good job in land use control. Planning needs to coordinate the location characteristics, land use attributes, public transport development and other conditions of urban functional zoning, reasonably calculate the parking demand, define the phased adaptation objectives, optimize the layout of facilities, formulate the short-term implementation plan, establish the project library, and publish it in time.

Fourth, clear the key points of construction. Focus on residential areas, large-scale comprehensive transportation hubs, peripheral stations of urban rail transit (P+R), hospitals, schools, tourist attractions and other special areas. By tapping the potential, we will build parking facilities internally and public parking facilities in the surrounding areas where conditions permit. Encourage the construction of intensive parking facilities such as parking buildings, underground parking lots and mechanical three-dimensional parking garages, and build electric vehicle charging facilities according to a certain proportion, which will be built simultaneously with the main project.

Fifth, encourage social participation. Widely attract social capital to invest in the construction of urban parking facilities through various forms, and vigorously promote the government and social capital cooperation (PPP) model; Encourage enterprises, institutions, residential quarters and individuals to use their own land and underground space to build parking lots, allowing them to open to the outside world and obtain corresponding benefits.

6. Relax market access. Relevant local departments should improve the market access system and reduce the access standards and investment scale of parking facilities construction and operation entities. Enterprises and individuals can apply for investment in the construction of public parking lots. In principle, there is no requirement for the lower limit of the number of berths. Reform the investment, construction and operation management mode of parking facilities and eliminate the existing obstacles to social participation.

Seven, simplify the examination and approval procedures. Relevant departments of municipalities should deepen the reform of administrative examination and approval system, simplify administration and decentralize power, change functions, take the initiative to serve, simplify investment and business procedures, improve work efficiency, and complete the examination and approval (or approval) of parking facilities construction projects proposed by project owners or investors in accordance with the prescribed time limit and procedures; For small-scale or self-owned land parking lots, the filing system is encouraged. All localities have reduced or exempted the administrative fees involved in the construction and operation of parking facilities to the maximum extent.

Eight, strengthen the security of public land. All localities should do a good job in land security, and the land vacated by the functional relocation of the central city should be reserved for the construction of parking facilities; In line with the catalogue of allocated land, land can be provided through allocation; If the land does not conform to the Catalogue of Allocated Land and there is only one intended land on the same plot, the land can be provided by agreement.

Nine, revitalize the stock of land resources. For enterprises, institutions, residential areas and individuals to use their own land to build parking facilities, the planning department should fully consider the rationality of parking demand and handle the planning adjustment procedures such as the nature of land use and floor area ratio. Encourage the use of public facilities, underground spaces, civil air defense projects and other underground spaces to build parking facilities and improve the comprehensive utilization rate of land. Relevant departments shall handle planning and land procedures at different levels, and the investment and construction entities shall obtain the property rights of parking facilities in accordance with relevant regulations.

Ten, innovative investment and financing model. Utilize public resources to build parking facilities, and encourage the adoption of the model of cooperation between government and social capital (PPP). The government will invest the property rights of public resources to jointly develop and build with social capital, and guarantee the income of social capital by giving up the income right for a certain period; It is allowed to use part of the construction area as convenient commercial service facilities without changing the land use and use right, and the proceeds will be used to make up for the shortage of parking facilities construction and operation funds.

XI。 Increase financial support. Accelerate the promotion of investors to issue special bonds for parking lot construction; Study and set up a special industrial investment fund to guide the construction of parking facilities; Give full play to the role of development finance and encourage financial institutions and financial leasing enterprises to innovate financial products and financing models to provide support.

Twelve, improve the parking fee policy. Give full play to price leverage, gradually narrow the scope of government pricing, fully liberalize social capital and fully invest in new parking facilities. When the government and social capital cooperate to build parking facilities, it is necessary to comprehensively consider factors such as financial input and social affordability, follow market rules and the principle of reasonable profit, and the investor shall determine the charging standard according to the agreement of both parties. For parking facilities such as on-street parking that are included in the scope of government pricing, we will improve the government pricing rules and implement differentiated parking charges according to the location and facilities.

Thirteen, improve the level of equipment manufacturing. Support the independent innovation of domestic parking equipment manufacturing enterprises, encourage industrial alliances and other forms to carry out technology research and development, and gradually improve the localization level of core equipment; Incorporate the parking industry into the list of high-end equipment manufacturing industries, give relevant preferential policies, and build independent equipment brands; Incorporate the product quality and after-sales service of parking equipment manufacturing enterprises into the enterprise credit system, and record bad business behaviors in time; Actively guide independent brands to go out and realize the superior capacity output of the parking industry.

Fourteen, promote the informationization of intelligent parking. All localities have accelerated the thorough investigation of urban parking resources, established basic parking databases, updated the data in real time, and opened them to the outside world; Promote the development and application of high and new technologies such as meter parking system, intelligent parking guidance system and automatic license plate recognition system; Strengthen the interconnection and information sharing of different parking management information systems, promote the integrated development of parking and the Internet, support the development and promotion of mobile terminal Internet parking applications, encourage parking inquiry and parking reservation before travel, realize automatic charging and payment, improve the utilization efficiency of parking resources, and reduce the traffic demand induced by finding parking spaces.

Fifteen, strengthen the comprehensive management of parking. All localities will simultaneously improve the municipal public facilities and parking guidance facilities around the parking lot; After the newly-built or renovated public parking lots are put into operation, the parking spaces on the surrounding roads will be reduced and gradually cancelled, and the management of illegal parking will be strengthened to ensure the effective demand of public parking lots and improve the income level; Ensure the openness and transparency of the entrusted operation of government parking resources such as roads, and use a certain percentage of the proceeds for parking lot construction; Strictly supervise parking services and charging behaviors, and severely crack down on illegal business practices such as unlicensed operation and arbitrary enclosure charging.

Sixteen, strengthen organizational security. The city people's government is the main body responsible for the planning, construction and operation management of parking facilities. We should attach great importance to it, encourage the establishment of special parking management institutions, clarify the division of responsibilities among departments, and do a good job in implementation. Relevant ministries and commissions in the State Council, in combination with their own responsibilities, have studied and issued corresponding support policies, strengthened linkage, promoted the construction and management of parking facilities, and ensured the steady and healthy development of the economy and the sustained and rapid improvement of people's living standards.
