The term "medical and health service units" as mentioned in these Measures refers to units engaged in medical and health service activities such as disease diagnosis and treatment, disease prevention and control, health education, maternal and child health care, mental health, blood collection and supply, and health technical services.
The information disclosure of health supervision institutions that undertake the task of health supervision and law enforcement by health administrative departments shall be implemented in accordance with the Regulations of People's Republic of China (PRC) Municipality on Information Disclosure. Article 3 The Ministry of Health and state administration of traditional chinese medicine are responsible for coordinating and guiding the information disclosure of medical and health service units throughout the country.
The administrative departments of health and traditional Chinese medicine of the local people's governments at or above the county level shall be responsible for promoting, guiding, coordinating and supervising the information disclosure of medical and health service units within their respective administrative areas. Article 4 Medical and health service units shall disclose information according to the prescribed authority and procedures, follow the principles of justice, fairness and convenience, and make the disclosure content true and the procedures standardized.
When a medical and health service unit finds false or incomplete information related to itself that may disturb the social management order, it shall promptly release accurate information to clarify it. Fifth medical and health service units shall establish and improve the confidentiality review mechanism of information release, and clarify the review responsibilities and procedures. Before the information is made public, the information to be made public shall be subject to confidentiality review in accordance with national secrecy laws, regulations and relevant provisions. Sixth medical and health service units should include the funds needed for information disclosure in the annual budget to ensure the normal development of the work. Chapter II Scope and Contents of Disclosure Article 7 Medical and health service units shall voluntarily disclose information that meets one of the following basic requirements to the public:
(1) It needs to be widely known or participated by the public;
(two) reflect the establishment, functions, working rules and procedures of medical and health service units;
(three) other in accordance with laws, regulations and relevant provisions of the state should take the initiative to open. Eighth medical and health service units engaged in disease prevention and control, health education, maternal and child health care, mental health and health technical services shall disclose the following information:
(a) the health status of residents in related fields within the jurisdiction, the main public health problems and their influencing factors, and the main technical measures needed to solve the problems;
(two) the basic public health services (including Chinese medicine) undertaken by the project, content, service population and implementation;
(3) Contents, prices, charging basis and implementation of other public health services (including technical services for disease prevention and control);
(four) the prevention and control measures and implementation of infectious diseases, endemic diseases, chronic non-communicable diseases, occupational diseases, mental diseases and other diseases;
(five) the content, progress and implementation effect of nutrition and food safety, occupational health, radiation health, environmental health and school health technical services;
(six) the content, progress and implementation effect of health education and health promotion;
(seven) the qualifications and service items of health technical service institutions such as occupational health technical service institutions, occupational health examination and occupational disease diagnosis institutions, and health-related product inspection institutions;
(8) Other information determined to be voluntarily disclosed within the scope of duties. Ninth medical and health service units engaged in disease diagnosis, treatment, blood collection and other activities shall disclose the following information:
(a) the practice license issued by the administrative department of health, the basic situation of health technicians' registration according to law, and the identification of health technicians when providing medical services;
(two) the medical subjects approved by the administrative department of health, the medical technology approved and registered, and the clinical application of medical technology;
(three) the name of large medical equipment approved by the administrative department of health, the qualifications of employees and their use and management;
(4) The items, contents and processes of providing medical services;
(five) the appointment service mode and outpatient doctor information;
(six) the price of medical services, commonly used drugs and major medical consumables in medical insurance and new rural cooperative medical care and their reimbursement ratio;
(seven) medical institutions that are included in medical insurance and new rural cooperative medical care, and the reimbursement policies and compensation processes of medical insurance and new rural cooperative medical care;
(eight) the acceptance of donations and the use and management of donated property;
(nine) medical dispute handling procedures, medical service complaint mailbox and complaint consultation telephone;
(ten) convenient service measures in medical services;
(eleven) determine other information voluntarily disclosed within the scope of duties. Tenth urban community health institutions, township hospitals and other grassroots medical and health service units that provide basic public health services and basic medical services at the same time shall disclose the following information in addition to the relevant contents of Articles 8 and 9:
(a) the name and price of the national essential drugs, the types, specifications and prices of blood;
(two) the name of a comprehensive Chinese medicine (integrated traditional Chinese and western medicine, ethnic medicine) or a specialized hospital that has established a two-way referral relationship with this institution, and the name, expertise and service time of the experts who support this unit.
