III. Internal Structure of Gansu Provincial Department of Housing and Urban-Rural Development

Gansu Provincial Department of Housing and Urban-Rural Development 15 Internal Organization:

(1) office.

Responsible for the comprehensive coordination of government affairs and the daily work of the organization; To undertake secretarial files, confidentiality and safety, supervision and inspection, news propaganda, openness of government affairs, letters and visits, supervision of proposals and suggestions, and organization of important meetings; To formulate internal rules and regulations of organs; Responsible for government affairs hall, informatization and foreign affairs.

(4) Housing Security Office.

To formulate the comprehensive supporting reform policy and housing security policy of urban housing system in the whole province and supervise their implementation, and organize the preparation of housing security development plan and annual plan in conjunction with relevant departments and supervise their implementation; To formulate the implementation plan of affordable housing and low-rent housing in the province, as well as the management methods and systems for application, approval and withdrawal; Guide the reform of urban housing system in the province; Guide and supervise the construction of affordable housing, low-rent housing and policy housing; Organize and implement the housing system reform of provincial and central units in Gansu; To undertake matters related to the central low-rent housing fund arrangement, formulate the province's low-rent housing subsidy fund plan in conjunction with relevant departments, and supervise the use of the fund plan; Organize the construction and management of housing security object information system.

(5) Planning office.

To undertake the examination and approval and implementation supervision of the overall urban planning and urban system planning approved by the provincial government; To undertake the filing and supervision of county master planning, detailed urban planning and special planning; To undertake the planning and site selection of major construction projects; To undertake the examination and approval, protection and supervision of famous historical and cultural cities, towns and villages; To guide the formulation and supervise the implementation of urban planning at or above the county level in the province; To guide urban planning, urban survey, municipal engineering survey and urban sculpture; Responsible for the planning and inspection of all aspects of housing and urban and rural construction; Participate in the review of overall land use planning and regional planning; To formulate qualification standards and management measures for urban and rural planning units and supervise their implementation.

(6) Construction Industry Management Office.

Responsible for the bidding supervision and management of all kinds of housing construction and municipal infrastructure projects and related materials and equipment procurement in the tangible construction market in the province; To formulate and supervise the implementation of rules and regulations that regulate the market behavior of all parties in the construction market and the bidding, construction supervision and contract management of housing and municipal infrastructure projects; To formulate the qualification standards and management measures for enterprises such as construction, building installation, building products, construction supervision and building decoration, and supervise their implementation; Supervise and manage the construction and supervision enterprises that enter Gansu from outside the province; Responsible for the use management of construction machinery and the qualification management of construction machinery and elevator installation enterprises; Responsible for the qualification identification of bidding agencies for various construction projects; Guide enterprises to explore foreign construction markets, organize and coordinate construction enterprises to participate in international exchanges, project contracting and labor cooperation.

(7) Engineering Construction Management Office.

Responsible for the supervision and management of the implementation stage of the province's engineering construction; Responsible for the examination and approval of the project commencement report (construction permit), the coordination of construction progress and the completion acceptance of the project; Responsible for the supervision and management of project quality, project guarantee and safety production in the whole province; Responsible for organizing the completion acceptance of government investment projects and the completion acceptance of housing projects and municipal infrastructure; Organize or participate in the investigation and handling of major engineering accidents; Responsible for the identification of urban dilapidated buildings and scrapped projects; Participate in the planning of key housing and municipal infrastructure projects in the province.

(8) Urban construction department.

Responsible for the examination and approval of housing construction and urban infrastructure projects within the limits; Guide urban water supply and water saving, gas, heat, municipal facilities, landscaping, city appearance and environmental management, comprehensive urban development, urban construction law enforcement and supervision. ; To formulate the development plans and policies of scenic spots in the whole province and guide their implementation, and be responsible for the examination and approval, supervision and management of national and provincial scenic spots; Organize the review of the declaration of world natural heritage, and review the declaration of world natural and cultural dual heritage in conjunction with cultural relics and other relevant departments; Guide the construction of urban garbage disposal, sewage treatment facilities and pipe network. To formulate technical standards for municipal public utilities and qualification standards for municipal public enterprises and supervise their implementation; To guide the biodiversity work in urban planning areas; To guide the development, utilization and protection of groundwater in urban planning areas; To guide the management of urban construction archives in the province; Responsible for the selection and approval of the national garden city and China Habitat Award in the province; Responsible for the construction of urban infrastructure, the utilization of foreign capital by municipal utilities and foreign economic and technological cooperation.

(9) Village and Town Construction Department.

Organize the formulation and implementation of the overall planning and construction planning of towns, townships and villages in the province; To guide rural housing construction, rural housing safety and reconstruction of dangerous houses; Put forward housing policy suggestions for farmers who have settled in cities; Guide the design and construction of rural housing and public infrastructure in the province; Guide the unified development of villages and towns, comprehensive construction, real estate management and improvement of human settlement ecological environment; Organize the pilot work of village and town construction and guide the construction of key towns (villages) in the province; Participate in the construction of new countryside.

(ten) survey and design department (provincial earthquake office).

Responsible for the management of survey and design consulting industry in the whole province; Responsible for the preliminary design approval and management of engineering construction projects (except government investment projects); Responsible for the review and filing of construction drawings; Responsible for formulating rules and regulations for cost management of construction projects and supervising their implementation; Organizing the compilation, approval and promotion of engineering construction standards and standard designs in the whole province; Participate in the preliminary work of demonstration and evaluation, feasibility study and site selection of capital construction projects in the province; Formulate the province's earthquake prevention and disaster prevention plans and annual plans and guide their implementation; Responsible for seismic appraisal and reinforcement of old buildings and seismic fortification management of new projects; Guide the development and utilization of urban underground space; Formulate the qualification standards and management methods of survey and design consulting enterprises in the province and supervise their implementation, and supervise and manage survey and design consulting enterprises entering Gansu from outside the province.

(eleven) the real estate market management office.

(twelve) housing provident fund supervision department.

Guide the housing provident fund management institutions to establish and improve the housing provident fund collection, use and management system and supervise the implementation; Responsible for formulating the development planning, deposit, use, management and supervision system of housing provident fund in the province and supervising and guiding the implementation of housing provident fund management institutions; Responsible for the management, use and safety supervision of housing provident fund and other housing funds, and manage the housing provident fund information system; Accept complaints and reports, and jointly or assist relevant competent departments to investigate and deal with cases of violation of discipline in housing provident fund supervision.

(thirteen) Science and Technology Education Department (Provincial Building Energy Conservation Office).

Compile and organize the implementation of key project plans for the development of science and technology in the industry; Organize the digestion, absorption, transformation and popularization of international scientific and technological cooperation projects and imported projects; Managing scientific and technological achievements in the industry; Responsible for the continuing education and job training of employees in the construction industry; Organizing the training, appraisal, examination and rating of vocational skills in the construction industry; To formulate the province's building energy-saving policies, building energy-saving plans and existing building energy-saving renovation plans; Responsible for the supervision and management of the implementation of energy-saving standards for new buildings; Responsible for the energy-saving renovation of existing residential buildings and large public buildings; Guide the innovation of building wall materials; Guide the application of new energy sources such as solar energy in construction projects; Organize the implementation of major building energy-saving projects to promote urban emission reduction.

(14) Planning and Finance Department.

Prepare the investment plan for fixed assets in the construction industry, and be responsible for examining and approving construction projects according to regulations; Organize the preparation of annual investment, technical transformation project plan and earthquake reinforcement, urban and rural maintenance and construction subsidy fund plan; Responsible for the management of various funds and state-owned assets; Responsible for the supervision and audit of the financial activities of the units directly under the office and the construction system association.

(15) personnel department.

To formulate policies on the construction of talent team, professional and technical title standards and qualification management in the province and guide their implementation; To be responsible for the organization establishment, personnel and labor management of organs and directly affiliated units; To be responsible for the work of retired cadres of organs and guide the work of retired cadres of directly affiliated units; To undertake the technical post evaluation, qualification examination, examination registration and registration management of advanced engineering specialty in the province's construction system; Responsible for the management of the province's construction system; Responsible for the introduction of talents in the province's construction industry.
