What does the customs department need to do to prepare for export?

According to China Customs Law, any import and export goods must go through customs declaration formalities with relevant documents and certificates when entering or leaving the customs territory. Imported goods must be subject to customs supervision from the time they enter the country until the customs formalities are completed; Export goods must be subject to customs supervision from the time of declaration to the time of exit.

Due to the complexity of customs business, wide coverage and strong policy, some import and export enterprises are often at a loss, especially in customs declaration. Therefore, export enterprises often entrust professional customs declaration units or enterprises engaged in foreign trade warehousing and transportation with customs declaration services as agents.

After preparing the export goods and determining the means of transport and routes, the export enterprises shall go through the export customs declaration formalities in time. If they entrust a freight forwarding company to go through the customs declaration formalities, they can entrust the freight forwarding company with the documents required for customs declaration, such as the power of attorney for customs declaration, and entrust them to declare on their behalf.

The process of customs supervision of export goods is divided into three links: declaration, inspection and release.

1, declaration

Declaration refers to the procedure that the owner or his agent submits the required documents to the customs and applies for inspection and release when the goods leave the country. There are two forms: oral declaration and written declaration stipulated by the customs. At present, written statements are usually used. According to the provisions of China's customs law, export goods should be declared to the customs 24 hours before loading, otherwise it may affect the timely shipment of goods.

2, check

Inspection refers to the actual inspection of the goods by the customs at the customs supervision place according to the audited declaration documents to determine whether the single goods are in conformity with the goods. During the customs inspection, the consignor or his agent must be present, and be responsible for moving the goods, opening and resealing the packaging of the goods according to the requirements of the customs. Sometimes, the customs will conduct inspection, re-inspection or sampling on its own.

3. Release

Release means that after the customs has inspected the goods, no abnormalities are found, the customs declaration procedures are complete, and the tax has been paid according to the bill (if export tax is required), and then the customs declaration form and transport documents are signed to show that the customs agrees to transport the goods out of the country before release.

Customs declaration procedures:

Received documents (packing list, invoice, verification form, customs declaration power of attorney and customs declaration form to be made-this varies from place to place), and pre-recorded documents of relevant customs declaration information (arrival of goods in Hong Kong, stowage information, etc.). ) The freight forwarding company informs the customs to release it by EDI, and declares it on the spot with the original documents, and then submits it to the shipping company's dock receipt.
