Article 24 provides that:
To apply for engaging in freight business, an application shall be made in accordance with the following provisions after going through the relevant registration formalities with the administrative department for industry and commerce according to law, and relevant materials that meet the conditions stipulated in Articles 21 and 23 of these Regulations shall be submitted:
(1) applying to the county-level road transport management institution for engaging in the transport of goods other than the transport of dangerous goods;
