China Civil Aviation Meteorological Work Rules (20 16)

Chapter I General Provisions Article 1 These Rules are formulated in accordance with the Civil Aviation Law of People's Republic of China (PRC) and the Meteorological Law of People's Republic of China (PRC) for the purpose of regulating the meteorological work of civil aviation and ensuring the safety, normality and effectiveness of civil aviation activities. Article 2 These Rules shall apply to civil aviation meteorological work in People's Republic of China (PRC). Units and individuals engaged in civil aviation meteorology and related to civil aviation meteorology shall abide by these rules. Article 3 The basic contents of civil aviation meteorological work include observing and detecting meteorological elements, collecting and processing meteorological data, making and publishing aviation meteorological products and providing aviation meteorological services.

The scope of providing aviation meteorological services includes the territory of People's Republic of China (PRC) and the areas stipulated by international treaties concluded or acceded to by China. Article 4 Civil aviation meteorological service institutions shall perform their duties of civil aviation meteorological work in accordance with these Rules. A civil airport shall set up a civil aviation meteorological service institution. The civil aviation meteorological service institutions mentioned in these Rules include airport meteorological stations, airport meteorological stations, civil aviation regional meteorological centers and civil aviation meteorological centers. Article 5 Civil aviation meteorological service institutions shall be equipped with meteorological professionals and meteorological facilities and equipment that meet the requirements of performing their duties, and establish corresponding meteorological work systems. Article 6 The Civil Aviation Administration of China (hereinafter referred to as CAAC) is responsible for the unified management of civil aviation meteorological work throughout the country, and the regional civil aviation administrations (hereinafter referred to as regional administrations) are responsible for the supervision and management of civil aviation meteorological work in their respective regions. Article 7 The plan for the development and construction of civil aviation meteorology shall be formulated by the Civil Aviation Administration. Planning should be subject to the overall planning of the state and civil aviation development, guided by operation and user needs, and adhere to the principles of unified planning, scientific rationality and resource sharing. Article 8 In People's Republic of China (PRC), according to the international treaties concluded or acceded to by China, the Air Traffic Management Bureau of the Civil Aviation Administration is responsible for organizing and implementing the exchange of civil aviation meteorological information. Article 9 Civil aviation meteorological service institutions shall exchange meteorological observation data with domestic meteorological institutions in accordance with the principle of sharing and using meteorological observation data, and provide meteorological information to aviation meteorological users. Article 10 CAAC encourages and supports scientific and technological research and technological innovation in civil aviation meteorology. Article 11 The meanings of terms in these Rules are defined in Annex I to these Rules. Chapter II Establishment and Duties of Meteorological Service Institutions Section 1 Article 12 The establishment of civil aviation meteorological centers and regional civil aviation meteorological centers shall be approved by the Civil Aviation Administration.

Civil transport airports shall be equipped with airport weather stations, and civil general airports shall be equipped with airport weather stations or weather stations as required. Meteorological offices and stations in civil airports shall be set up in accordance with the requirements of the Regulations on the Permit for the Use of Civil Airports before they can operate.

The regional meteorological center of civil aviation can undertake the duties of the airport meteorological station. Article 13 The Civil Aviation Administration shall designate 1 regional meteorological centers or airport meteorological stations in each flight information region to undertake the duties of meteorological monitoring stations. Article 14 The civil aviation meteorological center shall perform the following duties:

(1) Collecting, processing, publishing and exchanging domestic meteorological information and international flight meteorological information, and keeping relevant meteorological data; According to the actual operation needs of civil aviation meteorological users, meteorological information related to international flight is obtained.

(two) the production and release of high-level regional forecast.

(three) to produce and publish business guidance products for regional meteorological centers and national airport meteorological stations.

(4) Providing meteorological services for civil aviation meteorological users.

(five) to open the civil aviation meteorological information system to the airport meteorological department.

(6) Collecting and processing the civil aviation meteorological ground observation books, the civil aviation airport climate and the summary of the civil aviation airport climate submitted by the regional meteorological center of civil aviation; According to the actual operation requirements of civil aviation meteorological users, the Civil Aviation Airport Climatology and Civil Aviation Airport Climate Summary are provided.

(seven) to maintain the civil aviation meteorological information system and guide the maintenance of relevant meteorological equipment.

(eight) to carry out the research, development and application of civil aviation meteorological technology.

(9) Providing technical support for business operation, personnel training, research and development, etc. to regional meteorological centers of civil aviation and meteorological users of civil aviation. Article 15 The regional meteorological center of civil aviation shall perform the following duties:

(1) Collecting, processing, publishing and exchanging local and relevant meteorological information, and keeping relevant meteorological data;

(2) Make a medium-term regional forecast for this region;

(3) Making and publishing low-level regional forecasts in this region;

(4) Making and issuing business guide products to airport meteorological stations and airport meteorological stations in the region;

(5) Opening the civil aviation meteorological information system to the airport meteorological department;

(6) Providing meteorological services for civil aviation meteorological users;

(7) Collecting and processing the Civil Aviation Meteorological Ground Observation Book, Civil Aviation Airport Climatology and Civil Aviation Airport Climate Summary submitted by local airport meteorological stations and airports, and submitting them to the Civil Aviation Meteorological Center;

(eight) to maintain the local civil aviation meteorological information system and guide the maintenance of meteorological equipment in this area;

(nine) to carry out the research, development and application of civil aviation meteorological technology;

(ten) to provide technical support for local airport meteorological stations, airport meteorological stations and civil aviation meteorological users in business operation, personnel training and research and development.
