According to Article 5 of the Measures for the Administration of Urban Low-rent Housing Rent, the government has the highest pricing power for low-rent housing rent. Pricing standards often refer to local pricing catalogues. Article 6 stipulates the composition of low-rent housing rent standards. The most important reference for formulating the rent standard of low-rent housing is the maintenance management fee, in addition, the ability to pay of low-and middle-income families should be considered.
The expenses generated by the maintenance and conservation necessary for the normal use of low-rent housing within the scheduled service period are called maintenance fees, and the expenses generated by the normal expenditure of manpower and material resources required for the management of low-rent housing are called management fees. These two kinds of fees are important data to refer to when formulating low-rent housing rent, and then combined with the local minimum living standard, they are revised to form low-rent housing rent.
1. Calculate the rent of low-rent housing with the sum of management fee and maintenance fee as reference.
Understanding the composition and calculation rules of housing rent is helpful for us to calculate housing rent accurately. Generally speaking, rents can be divided into four categories, namely: market rent, cost rent, standard rent and low-rent housing rent. Among them, the market rent contains the most items, with 8 items.
After deducting profits from market rent, it is cost rent, and cost rent is also an indicator to measure the break-even point of rent. 2. Use the average rent payment ability of low-rent housing families to make corrections.
Judging from the rental expenditure of low-rent housing, low-income families abroad usually only need to pay one-fifth of their household income as the rent of low-rent housing. In the United States, the Housing Law, which was revised in the 1960s, stipulated that when low-income families meet the relevant requirements, they can rent the corresponding low-rent housing provided by the government, and the rent standard is usually set at a quarter of the total disposable income.
After comprehensive analysis, it is found that under the current level of economic development in China, it is not appropriate to charge low-rent housing rent at the rate of 22%. Because the Engel coefficient range is 45%-50%, the national housing consumption expenditure only accounts for 1 1.3% of the total income. Usually, housing expenditure includes not only rent, but also utilities and property fees. If the average rent only accounts for 60% of the total housing expenditure, the rental expenditure of low-rent housing should be maintained at about 7% of the total income.
3. Adjust the rent standard by stages and levels from a dynamic perspective.
At present, when the object of low-rent housing is "low-income households", the definition of low-rent housing rent should consider its welfare as much as possible, give the maximum subsidy, and the principle of low is high. That is, 7% of household income and the sum of management fees and maintenance fees is the smallest (low rent I).
With the development of economy, "pan-low-rent housing" is the future development trend. According to the income ability, the guaranteed population is divided into four levels: the first level is poor households, that is, they basically have no income ability and should be fully guaranteed free of charge; In the second stage, the burden coefficient A is less than or equal to A≤0.05. These people are low-income households with a certain ability to work, and the rent standard is within 7% of the family income.
The third-level burden coefficient is 0.05≤A≤0.2, and it is a moderately needy household with a certain source of income. The rent should reach the sum of management fee and maintenance fee according to the standard of low-rent housing II, that is, through gradual transition; The fourth level, with a burden coefficient of 0.2≤A≤l, is a general poor household. The rent should be gradually raised to the standard rent level according to the III standard of low-rent housing.
