The admission notice issued by the receiving school must be submitted, and the applicant should also submit the necessary financial guarantee certificate when the entry-exit administration department deems it necessary. Those with college education or above who apply for studying abroad at their own expense shall submit the Certificate of Qualification Examination for Studying Abroad at Their Own Expense issued by the provincial education authorities. To study religious courses abroad (including studying in domestic religious colleges), a certificate of consent issued by the Bureau of Religious Affairs at or above the provincial level shall be submitted. Public students (including international students from countries and institutions) must submit a complete Registration Form for Public Students to Apply for Passports.

The overseas laborers assisted by the labor service company shall submit the labor export certificate confirmed by the labor export agency that has the right to operate overseas labor services. Where an overseas employment service agency assists in handling overseas employment, it shall refer to the employment contract signed by the applicant and an overseas employer with the right to operate overseas employment confirmed by the overseas employment service agency.

2. Submit the industrial and commercial business license of the enterprise where the overseas personnel work, check the copy and get a copy.

When the person in charge of the enterprise goes abroad, he must also submit the opinions of the higher authorities on his going abroad. Private enterprises and individual businessmen who go abroad on business are members of the Federation of Industry and Commerce, and opinions are issued by the private enterprise associations or individual workers associations of cities and counties (districts).

4. Submit an invitation letter from a foreign employment contact unit. This letter was written in a foreign language. At the same time, Chinese translation is attached. The original and two copies of this letter should be submitted. One copy shall be kept by the accepting and approving authority and the examining authority respectively, and the original copy shall be returned to the applicant after the examination and approval.

5. Submit other supporting materials required by the examination and approval authority for examination and approval.

2. Where an applicant in a prefecture or city (county) needs to obtain a passport or certificate from the Exit-Entry Administration of the Provincial Public Security Bureau, he shall obtain the certificate by the "Notice of Approval" issued by the Exit-Entry Administration of the prefecture or city (county) Public Security Bureau.

3. After carefully checking the passport, exit card and relevant documents, the applicant shall sign with a pen at the "signature place of the holder (certificate)".

The applicant can apply for an expedited passport and certificate according to the situation, and the entry-exit management office of the provincial public security department will complete the certification work within 2 working days after receiving the certification materials; In case of emergency, the certification shall be completed within 1 working day; If the situation is particularly urgent, the certification will be completed immediately.

Six, the exit and entry administration department of public security accepts and approves citizens to go abroad (border) for personal reasons and makes corresponding passports and certificates:

1. For passport applications that meet the requirements and have complete procedures, the exit-entry administrative departments of public security in cities (counties) will complete the investigation, accept the examination and approval work and send relevant materials to the examination and approval authority within 10 working days. After receiving the materials, the exit and entry administration departments of local public security will complete the examination and approval within 5 working days and send the relevant materials to the photo studio. Need to be approved by the exit-entry administration department of the provincial public security department, the exit-entry administration department of the provincial public security department shall receive relevant materials. After receiving the materials, the Provincial Public Security Department and the Exit-Entry Administration Office of Kunming Public Security Bureau will complete the passport making work within 5 working days.

2. For those who apply to settle in Hong Kong and Macao, the exit-entry administrative departments of public security at all levels shall complete the formalities within 45 working days of accumulative certification, and inform the examination and approval results.

3. For applications for going abroad for mourning, visiting relatives, studying abroad soon, urgent business, and teachers and students taking vacations in the cold department, the applicant shall provide corresponding supporting materials, and the exit-entry administration department of the public security shall complete them within a total of 10 working days according to different situations.
