2.2 ? Optimize the team and strengthen the construction force.
After the objective conditions of construction are formed, the quality of the construction team is the fundamental factor that determines the quality and progress of the project. Therefore, it is very important to carefully select the construction team.
In the bidding process, we first select qualified bidders through team inspection, and then ask questions about the construction organization before bidding, and put forward reference opinions for bidders who don't understand the engineering situation, construction period and obviously unreasonable labor arrangement. When opening bids, first, whether the bid price is competitive and whether the unit price composition is reasonable; The second is to focus on questioning its construction organization. Only the construction team with reasonable quotation, sound quality assurance system, reasonable construction period and meeting the requirements of the headquarters can finally win the bid.
Facts have proved that the high-quality construction team has won the bid many times, and the construction effect is satisfactory every time. On the other hand, for unqualified construction teams, the supervision team will no longer invite them to bid in the next tender, and some construction teams will even break away from the contract or be cleared out of the site during the construction period. Bidding system is actually a review of the contractor's construction quality assurance system and construction organization design by the owner and the supervisor, which provides guidance for the site supervisor to enter the site supervision, makes it easier for the supervisor to grasp the supervision key points and difficulties of each construction bid section, makes the cooperation between the management and the contractor more tacit, and finally ensures the full implementation of the construction organization design.
3, quality control as the center, to ensure the engineering quality.

3. 1 Improve the quality of supervision and improve the detection methods.
The quality of engineering construction largely depends on the moral level and professional quality of supervisors. Earthwork survey and acceptance work shall be undertaken by the survey team. At the same time, the survey team also used the far-infrared rangefinder to uniformly check the control points and bank protection sample piles of each bid section, which saved the supervision from the tedious work of rechecking with theodolite and achieved great results.

In order to further improve the internal quality of the project, members of the supervision team should take test blocks and send them to the central laboratory for maintenance and pressure test every day, and write down the use position and parts of each group of test blocks. Once the test results are unqualified, the contractor shall be ordered to rework. For the problem of mortar density, the supervision team urged the contractor to vibrate with a steel drill at first, and later stipulated that it must be vibrated with a small plug-in vibrating rod. During the usual inspection, the supervisor will also summarize the situation to the supervisor, analyze the situation, find the problems existing in the whole site at the emerging stage, and solve them through the site meeting.
For example, due to the high terrain in the western section of Changzhou Waterway, the chutes used for laying mortar by various construction units were too steep at first, and the supervisor uniformly requested to remove some earthwork at the chutes at the site regular meeting to slow down its slope and reduce the degree of mortar segregation.

After selecting the construction team through bidding, we will retain the qualified construction team and eliminate the unqualified construction team after one bidding, thus ensuring the high-quality state of the construction team fighting in the front line of the canal and making it possible to ensure the construction of excellent standards and beautify the waterway.
4, the use of economic leverage, do a good job of capital control.
The purpose of the contractor is to make a profit through construction. In the process of project construction, scientific and reasonable payment of project progress payment is an effective means to improve project quality and ensure project progress.
