Zhoushan Quality and Technical Supervision and Inspection Institute is a statutory technical supervision and inspection institution established by Zhoushan Quality and Technical Supervision Bureau according to metrology law, product quality law and standardization law. It was formed by the merger of Zhoushan Product Quality Supervision and Inspection Institute, Zhoushan Metrology Verification and Testing Institute and Zhoushan Weighing Management Office on February 22nd, 20001year. The existing staff is 7 1 person, including 50 scientific and technical personnel, 46 with college degree or above, 6 with senior engineer and master degree or above, 4 with engineers, and 0/4 with assistant engineer and intermediate engineer degree or above. The center now has 3 management departments, 4 testing rooms (centers and stations) approved by the State Administration, and the National Marine Food Quality Supervision and Inspection Center is located in the hospital. Approved by the Provincial Bureau, there are Zhejiang Seafood Quality Inspection Center, Zhejiang Micro-motor Quality Inspection Center, the first sub-station of Zhejiang large-capacity verification station, Zhoushan Food Quality and Safety Monitoring Center and Zhoushan Agricultural Products Safety Monitoring Center. The "Marine Laboratory of Zhejiang Ocean Development Research Institute" built in cooperation with the Science and Technology Department was completed and put into use in August 2007. The total construction area of our hospital is about 7,500 square meters, of which the laboratory area is 6,000 square meters. The original value of hospital equipment is about150,000 yuan, and it has first-class and advanced imported testing equipment at home and abroad, such as GC-MS, LC-MS, GC, direct reading instrument for elemental spectrum, automatic rapid pathogenic bacteria detector, indoor air testing facility, Swiss Leica intelligent total station, vertical calibrator, microcomputer-controlled automatic universal testing machine, strength testing machine and cable testing machine. In 2006, ocean centre was named "Top Ten Demonstration Laboratories" of the quality supervision system in the whole province. Our institute also has a large-capacity experimental research base of the Capacity Measurement Committee of China Metrology Society and a doctoral workstation of Zhejiang Ocean University. At present, our institute is actively preparing for the establishment of "Zhejiang Ship Basic Materials Quality Inspection Center".
Our hospital has established a quality management system in strict accordance with ISO/IEC 17025 Laboratory Qualification Accreditation Criteria and JJF 1069. At present, the national laboratory has tested 252 items/parameters and calibrated 14 items. 1045 items/parameters passed the provincial metrological certification/approval; 205 items/parameters passed the national metrological certification/approval. Our hospital can detect seafood, food, electric welding machine, barrel screw, rubber, paint, fire protection, oil, building materials, ships, metal materials and many other different types of products. Our institute is a national legal metrological verification institution, which can verify/calibrate/test more than 0/00 kinds of measuring instruments in eight categories, including length, mechanics, thermal engineering, electromagnetism, acoustics, chemistry and optics.
Our basic tasks: verification/calibration/testing of measuring instruments, product quality supervision and inspection, entrusted inspection, arbitration inspection, technical appraisal, service, training, post-disaster evaluation, detection and research of various parameters, development and formulation of various scientific research projects and technical standards. Zhoushan Special Equipment Testing Institute is a self-supporting public welfare institution directly under Zhoushan Municipal Bureau of Quality and Technical Supervision, with independent legal personality. Formerly known as Zhoushan Boiler and Pressure Vessel Inspection Institute and Zhoushan Labor Safety and Health Supervision Station, they were founded in 1985 and 1988 respectively. On June 29th, 2003, with the approval of Zhoushan Organization Committee (Zhou Bian [2003] No.4), Zhoushan Boiler and Pressure Vessel Inspection Station and Zhoushan Labor Safety and Health Inspection Station were cancelled, and Zhoushan Special Equipment Testing Center was established. In 2008, it was renamed Zhoushan Special Equipment Testing Institute.
Our institute undertakes the supervision and inspection of special equipment within the scope authorized by the Provincial Bureau of Quality and Technical Supervision, with a total of special equipment 1 124 1 set (including 8465438 industrial boilers, 950km of Class I and II pressure vessels, 65438 elevators +0240 sets and 7894 motor vehicles in the factory). In March 2004, our hospital was approved by the comprehensive inspection and testing institution of the General Administration of Quality Supervision, Inspection and Quarantine, and approved the certificate number TS 7110062; In April of the same year, it passed the measurement certification examination of Zhejiang Product Inspection and Testing Agency, and the certificate number was: (04) ZZZ (L884). At present, our hospital has 4 employees1person, including 35 professional technicians, 26 certified inspectors and 8 inspection certificates (including 2 boiler inspectors, 3 pressure vessel inspectors, 4 pressure pipeline inspectors, 4 elevator inspectors, 2 lifting machinery inspectors and 2 NDT inspectors 13).
The total fixed assets of our hospital is 7.606 million yuan, including 242 sets of inspection instruments and equipment, and the original value of assets is 2.49438+0 million yuan. The existing office area is nearly 800 square meters.
All along, all the staff of our hospital have closely focused on the main line of "overall promotion, pragmatism first, and harmonious quality supervision", firmly grasped the quality policy of "inspection according to law, scientific justice, accuracy, reliability, high quality and efficiency", and took "prevention and reduction of special equipment accidents and improvement of user satisfaction" as the goal, and earnestly carried out various inspection and testing work in accordance with the requirements of safety technical specifications. In recent two years, with the rapid development of marine economy and the acceleration of urbanization in our city, the number of cranes in shipbuilding enterprises, elevators in high-rise buildings and pressure vessels in aquatic refrigeration enterprises has been increasing, and their structures have become more complicated. On the one hand, our institute increased the introduction of talents, and at the same time sent personnel to participate in various classes and seminars organized by higher authorities, strengthened technical exchanges with brother inspection institutions, and constantly improved the professional and technical level of inspection personnel. Through theoretical study and practical training, the quality and technical inspection ability of our hospital have been further improved. Since the establishment of our hospital, no quality accidents have been inspected, and the satisfaction rate of customer satisfaction survey has reached over 99%, and all the annual quality target assessments have passed.
