"(t) Examiner refers to the person authorized by the Bureau to conduct regular inspection, proficiency inspection, practical examination or theoretical examination on the license or grade of aviation personnel required by these Rules. The inspector must be an inspector of the bureau, or a driving inspector appointed in accordance with the China Civil Aviation Regulations "Provisions on Appointing Representatives and Appointing Representatives in Civil Aviation Flight Standards" (CCAR- 183FS), or an inspector recognized by the bureau. (1) Drivers participating in CCAR- 12 1 must abide by the age limit of CCAR- 12 1.

"(d) Applicants who have completed the corresponding training required by these Rules and reached the application grade requirements shall indicate the following corresponding grades on their ground teacher licenses:

(ii) Advanced;
(iii) Instruments.
(2) Category and grade of aircraft:
(i) Aircraft;
(ii) Rotary-wing aircraft;
(3) gliders;
(iv) Main aircraft. "four. Article 6 1.3 1 The application and approval of licenses, grades and permits are amended as follows:
"(1) An applicant who meets the requirements stipulated in these Rules may submit a written application for a license, grade or permit to the competent regional civil aviation administration designated by the General Administration of Civil Aviation of China, and pay the corresponding fees as required.
(1) When submitting an application, the applicant shall also submit the following materials:
(i) Identification;
(ii) Academic credentials;
(3) Certificate of passing the theoretical examination;
(iv) Medical examination certificate;
(v) Original license (if required);
(vi) Flight record book (if required);
(seven) certificate of practice examination (if necessary);
(8) The personnel with military aircraft pilot experience specified in Article 6 1.9 1 of these Rules shall also submit military technical files with aviation experience records.
(two) the acceptance, examination, approval and hearing of the application
(1) If the application materials are incomplete or do not meet the format requirements, the regional civil aviation administration shall inform the applicant in writing of all the contents that need to be corrected once within five working days after receiving the application. If the application is not notified within the time limit, it shall be deemed to be accepted from the date of receipt of the application. If the applicant submits all supplementary materials in accordance with the notice of the Civil Aviation Administration, the Civil Aviation Administration shall accept the application. If the CAAC refuses to accept the application, it shall notify the applicant in writing.
(two) after accepting the application, the regional civil aviation administration shall complete the examination of the applicant's application materials within 20 working days. When the Regional Civil Aviation Administration verifies the substance of the application materials according to the corresponding provisions of these Rules, the applicant shall promptly answer the questions raised by the Administration. As the applicant fails to answer the questions in time, the delay time may not be recorded within the above 20 working days.
(3) If the Regional Civil Aviation Administration considers that the applicant meets the corresponding provisions of these Rules after examination, it shall issue temporary licenses for private pilots, commercial pilots or air transport pilots, temporary licenses for flight instructors, temporary licenses for ground instructors, class II or III instrument operation licenses except CCAR- 12 1, or student driver's licenses; Upon examination, if it is found that it does not meet the listed conditions, it has the right to refuse to issue the applied license and business license, and notify the applicant by notice of disapproval. Before making the above decision, the regional civil aviation administration shall inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit.
(4) Where a temporary license has been issued to the applicant, the regional civil aviation administration shall submit copies of all audit materials together with copies of the temporary license to the flight standards functional department of the Civil Aviation Administration for final audit. The CAAC shall complete the final examination and make a final decision within 20 working days after receiving the copy of the applicant's temporary license and all the materials submitted by the CAAC. If no problems are found, the applicant will be issued a license with no specific validity period; If it is found that it does not meet the requirements of these rules and does not have the conditions for issuing certificates, a notice of disapproval will be issued to inform the regional civil aviation administration and the applicant of the reasons for not issuing certificates, and the temporary license will be invalid. Before making the above decision, CAAC shall inform the applicant of the right to apply for administrative reconsideration or bring an administrative lawsuit.
(b) With the approval of the Bureau, the applicant can obtain the corresponding license or grade. The Bureau shall endorse the approved aircraft category, grade, model or other grades on the applicant's license.
(c) Due to the characteristics of the aircraft used for flight training or practice examination, the applicant can not complete the required pilot operation, and therefore can not fully meet the requirements of flight skills stipulated in these Rules, but meets all other requirements of the applied license or grade, and the Bureau may issue a license or grade to him with corresponding restrictions.
(d) Applicants who have special restrictions on their medical certificates shall be subject to corresponding restrictions when exercising the rights conferred by the license.
(e) For the Class II instrument operation license issued for the first time, only Class II operation with decision height (DH) not less than 45 meters (150 feet) and runway visual range (RVR) not less than 500 meters (1600 feet) is allowed. When the holder proves that he has approached and landed the Class II Instrument Landing System (ILS) with a height of 45 meters (150 feet) three times in the last six months under actual or simulated instrument conditions, the restriction can be lifted.
(f) If the license is temporarily revoked, no application for any license, grade or license stipulated in these Rules may be made during the period of suspension.
(seven) if the license is revoked, it shall not apply for any license, grade and permit stipulated in these rules within one year from the date of revocation. "
