Legal basis: Regulations on the Management of Urban Real Estate Development and Operation
Article 3 The development and operation of real estate shall follow the principle of integrating economic benefits, social benefits and environmental benefits, and implement overall planning, rational layout, comprehensive development and supporting construction.
Article 4 The administrative department of construction in the State Council shall be responsible for the supervision and management of real estate development and business activities throughout the country.
The real estate development departments of local people's governments at or above the county level shall be responsible for the supervision and management of real estate development and business activities within their respective administrative areas.
The departments responsible for land management of the people's governments at or above the county level shall be responsible for land management related to real estate development and operation in accordance with the provisions of relevant laws and administrative regulations.
