According to the Strategic Action Plan for Accelerating the Implementation of Innovation-Driven Development in Yantai City (20 16-2020) (Yanfa [20 16] 12No.) and the Administrative Measures of Yantai High-level Talents Pioneer Park (Ren Yan Tuanfa [2016]),
First, high-level talents purchase subsidies.
For newly introduced high-level talents, encourage and support high-level talents to buy houses by issuing one-time housing subsidies, strengthen housing security, effectively attract and retain all kinds of high-level talents, and effectively let them live and work in peace and contentment.
(1) subsidy. Since the implementation of the Strategic Action Plan for Accelerating the Implementation of Innovation-Driven Development in Yantai City (20 16-2020), the following high-level talents who are employed for the first time in the administrative area of Yantai City and buy houses can enjoy housing subsidies:
1. Those who are selected or reassigned to our city for employment should have graduated from previous full-time master's or doctoral students.
2. In-service high-level talents with full-time master's degree or above and associate senior titles transferred from Yantai.
3. High-level talents with full-time master's degree or above and associate senior titles who have entered institutions and institutions through civil service examinations.

Enjoy public rental housing, affordable housing, price-limited commercial housing, low-rent housing, etc. According to the preferential policies of the government, those who rent and purchase (build) houses in this city may not apply for housing subsidies.
(2) subsidy standards. Housing subsidies are allocated according to the level of talents. Among them, the funding standard for master students is 20,000 yuan/person; The subsidy standard for doctoral students and associate senior titles is 40,000 yuan/person; The subsidy standard for talents with senior titles is 60,000 yuan/person. At the same time, high-level talents who meet the above standards shall be implemented in accordance with the principle of not repeating high standards. If both husband and wife meet the standard conditions, they can apply for housing subsidies.
Counties and cities that have formulated and implemented talent purchase (rental) housing subsidy policies continue to implement the above standards, and those that have not formulated and implemented talent purchase (rental) housing subsidy policies shall implement the provisions of this opinion. Those who are selected into key talent projects at or above the prefecture level and talents at the corresponding level can be given housing subsidies according to the highest standards.
(3) subsidy declaration. Apply for housing subsidies need to provide the following materials:

In principle, the subsidy for the purchase of high-level talents is mainly declared by the unified organization of the unit. Units should do a good job in verifying the application materials for housing subsidies, issue audit opinions, and ensure that the applicants meet the standard conditions and the application materials are true and reliable.
Applications for housing subsidies for high-level talents are organized by human resources and social security departments at the same level, and are accepted in batches every year 1-2. Among them, the municipal human resources and social security bureau is responsible for the high-level talents introduced by the central, provincial and municipal (directly affiliated) units; The high-level talents introduced by county and city units shall be in charge of the human resources and social security departments of the counties and cities where they are located. The subordinate relationship of enterprise units is mainly based on industrial and commercial registration, supplemented by tax and social security payment places, and its subordinate relationship is comprehensively determined.

After accepting the application for housing subsidies for high-level talents, the human resources and social security department shall carefully and comprehensively review the applicant's standard conditions and application materials. The human resources and social security department shall, after preliminary examination of each batch of housing subsidy applicants, report to the office of the leading group for talent work at the same level for publicity. If there is no objection at the end of publicity, it will be officially announced. Ministry of Human Resources and Social Security grants housing subsidies accordingly. Housing subsidies for high-level talents should be directly allocated to the applicant's account.
(5) Financial guarantee. High-level talents purchase subsidy funds shall be borne by the municipal or county finance. In accordance with the principle of "who accepts, who bears and who issues", ensure that the subsidy funds are in place in full and on time.
Two, enterprises, institutions and individuals to attract talents.
Through the establishment of special talent introduction awards, fully mobilize the enthusiasm of enterprises, institutions and staff in the city to recruit talents and attract talents, guide and increase capital investment, broaden the introduction channels, and form a lasting effect of attracting high-level talents to innovate and develop.

(2) Talent introduction has achieved outstanding results and has advantages in the quantity or quality of talent introduction.
(3) The business management of the unit is standardized, the talent management system and mechanism and the talent introduction policy are relatively perfect, the talent development path is smooth, the labor relations are harmonious and stable, and they can actively fulfill their social responsibilities.
2. Award the Bole Award to individuals who meet the following conditions:
(1) among the enterprises and institutions that have won the talent introduction award, the specialized personnel engaged in talent recruitment and introduction, and the competent leaders and main leaders of the units that attach great importance to and strongly support talent recruitment and introduction.
(2) directly under the county organization, human resources and social security departments in charge or engaged in talent introduction related work and outstanding achievements.

For enterprises and institutions, the establishment of outstanding talent award, outstanding talent award, outstanding talent award three awards, selected once a year. 4. Other relevant certification materials.
Individuals applying for the Bole Award must submit relevant application forms, typical deeds and other materials.
If the county is an enterprise or institution, the application for the Bole Award shall be accepted by the human resources and social security department of the county or city where it is located. After preliminary examination and comprehensive evaluation, the applicant shall report to the Municipal Human Resources and Social Security Bureau. Central and provincial smoking units and municipal enterprises and institutions are directly responsible for accepting applications for talent introduction award and Bole award.

We will fully implement the preferential policies for high-level talents' innovation and entrepreneurship in our city, actively support high-level talents to bring projects to Yantai High-level Talents Pioneer Park to start businesses, accelerate the incubation and development of high-level talents' entrepreneurship projects, and strive to build a gathering center and demonstration base for high-level talents' innovation and entrepreneurship in our city.
(A) merit-based support for high-level talent entrepreneurship projects
1. Support objects. Every year, 20 high-quality projects are selected from the projects settled in Yantai High-level Talent Pioneer Park, and each project is given 300,000 yuan of entrepreneurial support funds. In the future, according to the needs of the entrepreneurial development of high-level talents in this city, the scope of support can be appropriately expanded. Entrepreneurial projects supported by the declaration shall meet the following conditions:
(1) The entrepreneurial project has been put into operation, and certain phased results have been achieved.
(2) Having the core technology, obtaining relevant invention patents or authoritative certification, and entering the industrialization stage soon or already.
(3) The project has broad market prospects and high added value, which can drive the development of key industries in Yantai and produce obvious economic and social benefits.
2. Project declaration. The Organization Department of the Municipal Party Committee and the Municipal Human Resources and Social Security Bureau are responsible for the declaration of preferential support projects and organize them once a year. The declared project is recommended by each branch of Yantai High-level Talent Pioneer Park, and reported to the Municipal Human Resources and Social Security Bureau after being audited by local county and city organizations and human resources and social security departments.
3. Project selection. The Municipal Human Resources and Social Security Bureau shall, jointly with the Organization Department of the Municipal Party Committee, set up a project evaluation expert committee to conduct a comprehensive evaluation of the projects recommended by each park, initially draw up a list of high-level talents and projects supported by the best, report it to the office of the leading group for talent work in the city for examination and approval, and publicize it to the public. If there is no objection at the end of publicity, it will be officially announced.
4. Payment of funds. According to the progress of supporting projects, the Municipal Human Resources and Social Security Bureau will complete the disbursement within 3 years.
(2) Encourage high-level talents to take entrepreneurial projects to visit and negotiate. High-level talents from outside Yantai (including overseas) who come to smoke to participate in entrepreneurial competitions, project matchmaking meetings, visit parks and other activities can be given a transportation subsidy of 2,000 yuan per project if their entrepreneurial projects meet the standards of activities or the conditions for admission. (3) Financial guarantee. The preferential support funds for high-level talent entrepreneurship projects shall be borne by Yantai Municipal Finance. Supervise the use of funds, and once verified, in addition to recovering funds, the responsibility of relevant units and personnel shall be investigated according to law.

Strengthening the introduction of high-level innovative and entrepreneurial talents is an important measure to implement Yantai's Strategic Action Plan for Accelerating the Implementation of Innovation-Driven Development (20 16-2020). Under the unified leadership of the Municipal Party Committee and the Municipal Government, the office of the Municipal Leading Group for Talent Work will lead the organization, and the Organization Department of the Municipal Party Committee, the Municipal Human Resources and Social Security Bureau and the Municipal Finance Bureau will do a good job in concrete implementation, and the relevant member units of the Municipal Leading Group for Talent Work will cooperate closely.
