Article 1 _ Talents at home and abroad who meet the following conditions, are in good health and have no criminal record may come to Tianjin to settle down:
(1) Talents with academic qualifications. Including: graduated from ordinary colleges and universities, full-time undergraduates are generally not over 40 years old; Postgraduates are generally not over 45 years old; Doctoral students are not limited in age.
(2) Qualified personnel. Including: personnel who have obtained the qualifications of deputy senior and above titles; It has professional qualifications such as actuary, chartered financial analyst (CFA), financial risk manager (FRM), certified public accountant, certified tax accountant, registered architect, registered survey and design engineer, certified asset appraiser and lawyer at home and abroad.
(3) Skilled talents. Article 2 _ Talents who come to Tianjin can choose the following settlement places:

(2) Units and collective households;
(3) Talents with no property rights and no collective households in Tianjin have settled in the collective households designated by the district human resources and social security departments;
(4) The talents without employment units in Tianjin have settled in the collective households of talents in the northern talent market in China and put them on record.
Article 3 The imported talents shall go through the settlement formalities according to the following procedures:
(1) For imported talents who meet one of the first four conditions in Article 1 of these Measures, I log on to the Tianjin Public Security and People's Livelihood Service Platform, download the "Tianjin Public Security" mobile phone terminal (APP), apply for settlement online, and the public security department will feed back the audit results within 3 working days. After examination and approval, the first three paragraphs of Article 2 shall be settled, and the procedures for quasi-relocation shall be handled at the joint examination window for introducing talents in the administrative service center of the proposed settlement area; If you choose the fourth paragraph of Article 2 to settle down, you can go through the formalities of quasi-relocation in the administrative service centers of all districts.
(two) identify the leading enterprises with direct recommendation qualifications, and introduce the urgently needed talents that meet the requirements of the fifth paragraph of Article 1 of these Measures. The human resources department of the enterprise puts forward a list of suggestions for urgently needed talents to be introduced, and after confirmation by the chairman of the enterprise, it signs a letter of recommendation and reports it to the district talent office; After the approval of the district talent office, the certificate of urgently needed talents will be issued; The human resources department of the enterprise or the talents themselves shall submit relevant materials online in accordance with the application method in the first paragraph of this article, and go through the formalities of quasi-relocation with the application materials to the joint examination window for introducing talents in the administrative service center of the planned settlement area.
After receiving the certificate, all the imported talents will move out of their original accounts, and then go through the settlement procedures at the population service management centers or police stations of the corresponding public security bureaus.
Article 4 The following materials shall be provided for settlement and relocation procedures:
(a) academic talents, need to provide resident identity cards, academic certificates and degree certificates.
(two) qualified personnel, the need to provide identity cards, professional titles or qualification certificates.

Fifth _ District public security, human resources and social security, education departments are responsible for the service window of the tripartite joint trial. There is no charge for handling settlement and relocation procedures. District public security, human resources and social security departments announce consulting services and telephone numbers for reporting complaints, accept consulting services, check and report complaints, and deal with violations in a timely manner.
