What are the problems in the construction of e-government in China? In view of the existing problems, the corresponding countermeasures and suggestions are put forward.

Gao Xinmin believes that at present, China has a relatively perfect government website system, which can provide basic information for enterprises and citizens, and the application infrastructure has basically taken shape, which can provide some services for the society. The next step is to promote the transformation of government functions, change the mode of government operation, and fully consider what form the public (enterprises and citizens) want to receive government services, so as to use modern information technology to reshape government services according to these needs and realize "citizen-oriented". Further, it is to integrate the comprehensive functions between government and citizens, government and business circles, and government departments. The combination of technology application and the transformation of government functions is essentially the reshaping of government business processes. Gao Xinmin believes that the development of e-government in China has already met the conditions to enter this stage: the rapid promotion of economy, the high attention of the government and the opportunity of social demand. For example, after SARS, the government quickly coordinated different departments and regions to establish corresponding emergency systems and monitoring systems. This system played an important role in the later fight against bird flu. Taking public service as the construction goal, the fundamental purpose of the transformation of government functions is actually to provide better services for enterprises and citizens. Gao Xinmin pointed out that in the first decade of e-government construction in China, strengthening supervision and improving the efficiency of government agencies will be given priority. Now the construction of e-government has entered a new stage of development, and it needs to gradually turn to providing public services as the construction goal and building a service-oriented government. At present, the new public management theory, which guides western countries to carry out administrative reform vigorously, holds that the service-oriented government will be the basic orientation of the future government, and comprehensive service will be the core responsibility of the future government. Some of the original management functions of the government will be handed over to other entities, and the government will devote more energy to the fields of information service and information management that cannot be handled by a single entity. The development of e-government takes users as the center, and designing the government's network functions according to users' needs will promote the government to change from a multi-level, multi-department and management-oriented form to an intelligent, customer-oriented and service-oriented form. Gao Xinmin believes that to provide public services, we must attach great importance to the construction of government and departmental portals at all levels. The portal website is different from the general website, which can realize online and offline interaction, and the background has the integration of database connection and service functions. In the words of Zhang Chaoyang, president of Sohu, it is "the port of the mainland Internet". In our country, the government portal website originated from the government online project, and its position and function have not been paid due attention. In China's information development strategy, it is far less important than the "golden" project. At present, it is more regarded as the facade of the network world by local governments at all levels, lacking substantive content. Only the websites of big cities such as Shanghai and Beijing, as well as the websites of ministries and commissions such as the Ministry of Commerce and the Food and Drug Administration, have reached the level of portal websites. Gao Xinmin believes that the portal website should be regarded as the "grasping hand" to promote e-government and the carrier to accelerate the pace of e-government construction. The establishment of information resources integration platform is the foundation of the network, but in order to obtain information resources accurately and efficiently, we must do a good job in information resources exchange and integration. Especially in the process of e-government construction, many service functions involve many places and departments, which should be paid more attention to. Gao Xinmin proposed that all departments should establish their own data bases, carry out corresponding data collection and application according to their work functions or core business, and form an interconnected data base. In the process of interconnection, communication between superior units and departments and between departments is very important. For each department, the information it has embodies some special advantages or rights to a certain extent. From the perspective of information interaction, the information exchange between departments must be unbalanced. Therefore, it is necessary to establish a relatively reasonable and open information platform through information exchange and integration and follow the principle of open system, so as to lay a good foundation for the further development of e-government. Establishing a Reasonable Coordination Mechanism Gao Xinmin believes that while vigorously promoting the informatization construction, we should have a cool head and take corresponding countermeasures to strive for the success rate. Years of experience show that the main factor for the success of informatization is "technology+application+leadership". The key to the success or failure of e-government construction lies in whether the internal and external coordination mechanism of government agencies can be established and improved. When this coordination mechanism is implemented, it is the system of "number one+chief information officer (CIO)". Gao Xinmin pointed out that in the past, it was always said that informatization was the "number one" project, but for an organization, it is obviously not enough for only the "number one" to be responsible for promoting the informatization of its own unit. There must be a full-time information director who participates in decision-making and has the right to coordinate. Therefore, when an organization's informatization develops to a strategic position, it must consider establishing an information supervision mechanism. At present, informatization is a "number one +CIO" project. Information supervisor appears at a certain stage of informatization development, which is the objective need of situation development. The information supervisor mechanism refers to the institutional arrangement formed by the position, function, responsibility and right, information governance organization and governance ability of the information supervisor, rather than just setting up a leadership position. At present, how to promote China's information management mechanism has been put on the agenda. Some units have concluded from practice that the information director has the following functions: the information director is the agitator of informatization, the maker of organizational informatization strategy, the organizer of major informatization projects and the guarantor of the normal and reliable operation of information systems. Gao Xinmin believes that to promote the information management mechanism in China, we should do a good job in two aspects: first, create a good environment and conditions from the macro level; Second, according to the actual needs, qualified institutions can take the lead in exploring feasible systems in practice. He suggested that the relevant state leading departments should put the issue of establishing information management mechanism on the agenda of special research. Through careful investigation and study, this paper analyzes the basic experience and existing problems of information management organizations in various institutions in China, and puts forward the necessary conditions, professional standards, post rights and responsibilities and several feasible information management structure models for setting up information supervisor positions. At the same time, it is necessary to organize experts to write an outline of the necessary knowledge system for information directors to provide guidance for training and education. When promoting the establishment of information management mechanism, we must follow the principle of actual needs and conditions, and at this stage we should adopt the strategy of "active research and steady progress".
