Lu Tianbo, a migrant worker, once worked as a cook, opened a restaurant, repaired roads and knew nothing about building bridges. However, in July of 20 10, Lu signed a "construction contract" and started to build a super-large bridge on an important railway project with dozens of migrant workers.

Lu participated in the construction of the railway "Jingyu-Songjiang Line Project" located in Jingyu County and Fusong County of Baishan City, Jilin Province. After winning the bid, China Railway Ninth Bureau divided the project into several blocks and subcontracted it to several construction companies in Jiangxi, Hunan, Henan and Fujian, among which Jiangxi Changxia Construction Engineering Group Company (hereinafter referred to as Jiangxi Changxia) subcontracted the project to several unqualified migrant workers.

Lu said that the projects contracted by Changsha, Jiangxi Province include Toudao Songhua River Second Bridge, Third Bridge and Shengli Village Tunnel. Lu Tianbo himself is responsible for the construction of No.2 Bridge, and the person in charge of the construction of No.3 Bridge and Tunnel Project, like him, is a migrant worker who has no experience in building bridges. The suspicious contract signer "didn't find this person"

According to Lu, Kevin Z and other construction workers, during the construction of several extra-large bridges, the pier foundation that should have been completely poured with concrete was filled with a large amount of gravel and gravel mixture, which left a great safety hazard for the pier, but the project management department still signed for acceptance.

With all kinds of doubts about illegal subcontracting and project quality, relevant parties came to the project contractor China Railway No.9 Bureau and the owner Shenyang Railway Bureau.

According to the relevant provisions of the Contract Law and the Construction Law, the contractor shall not dismember the project and subcontract it to a third party or subcontract it to a third party in the name of subcontracting; It is forbidden for the contractor to subcontract the project to units that do not have the corresponding qualifications; The construction of the main structure of the building project must be completed by the contractor himself. The China Railway Ninth Bureau just violated these three provisions.

In illegal subcontracting, the most puzzling thing is why there is an absurd scene of "swindlers contracting and cooks constructing".

In this regard, the relevant personnel first saw this statement from a document of China Railway No.9 Bureau (2011.26): "Jiangxi Changxia Construction Engineering Group Co., Ltd. undertook the tunnel construction task without tunnel construction qualification because Song Yu Project Department of China Railway No.9 Bureau did not strictly check the qualification of labor subcontracting."

Relevant personnel immediately presented the punishment decision issued by the project department in July 20 10.

However, the investigation found that the project department did not conduct a thorough investigation, and this behavior did not stop. The China Railway Ninth Bureau set up a special investigation team.

After reflecting the problems of Song Yu project in detail to the relevant responsible persons of Shenyang Railway Bureau and China Railway Ninth Bureau, it attracted their attention.

Zhao Tiejun, deputy director of China Railway No.9 Bureau, told the reporter that China Railway No.9 Bureau has set up a special investigation team to drill core samples for relevant piers, and there can be no engineering quality problems. Knowing that the project manager who cut corners didn't stop the core sampling in time, he found that the stone was "confidential". Gao Kuicheng, the project manager of the line, had mastered the relevant situation before the stone was thrown into the pier of Songhua River Third Bridge 12. Unfortunately, Gao didn't return to the scene at the first time to stop this cut corners.

At present, the whole railway line has been shut down, and an investigation team composed of many departments has also been stationed at the construction site to conduct quality inspection on the whole line.

At the same time, however, many witnesses and informants living near the construction site reported that the investigation team never asked them to know the situation, and no one asked them to identify the location and location of throwing stones.

Don't stay at the scene

Zhang admitted that it was launched, but then things went away. " That is, a few hours before Gao Kuicheng arrived at the construction site, hundreds of cubic meters of stones were put in pier bridge three 12 to offset the amount of concrete and reduce the cost.

Core sampling

The discovery of the stone must be kept secret.

At the same time, the relevant personnel also learned from the inside of the investigation team responsible for testing that on the third day of coring, the inspectors had found stones in the samples taken inside the pier, but the person in charge of the investigation team asked all the personnel involved in the testing to keep it strictly confidential and asked that "no news should be revealed".

Unexpected side problems/new problems

Construction workers explode "stone pier" again

Afterwards, another informant provided a new situation: the Songhua River Bridge 1, which was also contracted by another construction team, also put a lot of stones in its piers.

According to the informant, the construction team of this bridge is a friend of Wang Xing, general manager of China Railway No.9 Bureau No.3 Company. Because of their good relationship with Wang Xing, they took care of everything during the construction, so that when other migrant workers couldn't get their wages, the team of Jianqiao 1 could actually take millions of project funds from the project department.
