A driver asked, when handling the peony traffic card, there is cash in the card, why not directly transfer money from the bank to impose a fine?
Peony traffic card is only a means of modern management of drivers, which mainly solves the problems of justice, fairness and openness in law enforcement and overcomes the phenomenon of "entering through the back door" in law enforcement. Peony traffic card is the same as issuing tickets to illegal drivers in the past. Only the police on duty will pay the fine to ICBC Savings Office by swiping their cards, explaining their illegal acts, law enforcement basis and the amount of punishment. Peony card is input into the computer of the banking system by the bank. After being identified by the computer, the bank assistant collects a fine from the offender according to the information displayed by the computer and issues a receipt for the fine. At present, the traffic card only solves the problem of separation of fines and fines collection. Therefore, remind the majority of drivers and friends to eliminate the misunderstanding that the peony card has money and the bank does not have to pay it back.

Verification of driver's license and "deduction"
Many drivers asked that he checked his driver's license according to the public security traffic management department, but the scores recorded on computer files and ic cards have not been eliminated. What's going on here? Some comrades even think that after the driver's license is verified, the recorded scores should be eliminated, and the failure to eliminate them is a mistake of the public security traffic management department.
Actually, it's not. It should be said that this is a misunderstanding. Article 12 of Chapter III of Decree No.45 of the Ministry of Public Security "Measures for Scoring Traffic Violations of Motor Vehicle Drivers" stipulates: "The scoring period is one year, and the total score is 12, counting from the date when the motor vehicle driver first obtains the motor vehicle driver's license. Theoretically, the date of first obtaining a driver's license should be the same as the date of driver's license inspection. However, in the actual operation of this city, there is a certain time interval between the two. Some drivers have a difference of more than half a year between the date of the first annual inspection of their licenses, which means that these drivers will not be deducted until half a year after the annual inspection. As we all know, the city has implemented IC card management for motor vehicle drivers, which is a high-tech modern management method and is equal to everyone. Through IC card management, a basic file is established for each driver in the computer center library to clearly record the driver's violation score. At the same time, the same program is set for each driver in the computer program design, that is, on the corresponding date of the first license, if your score does not reach 12, the computer will automatically clear your score and your score will be transferred to the next cycle. At this point, the score on your IC card still exists, but don't worry. The next time the police have a POS machine to check you, the score of the last cycle will be automatically eliminated, because the POS machine has set this function in advance.
Obviously, the time to eliminate points must be exactly the same on the month and day. If your first license date is June 1 and your driver's license is verified on May 1, then your points will not be eliminated until June1. It is not difficult to understand that driver's license verification and score elimination are a method of public security traffic management. Many drivers hope that the score elimination and verification are consistent, that is, after the driver's license is verified, the score of the previous cycle will also be eliminated.
