In order to prevent and control motor vehicle exhaust pollution, continuously improve the ambient air quality of our city, and ensure people's health, according to the No.4 requirement of the Announcement of the Ministry of Environmental Protection and the Ministry of Industry and Information Technology on Implementing the Fifth Stage Motor Vehicle Emission Standard (20 16), our city will implement the fifth stage national motor vehicle pollutant emission standard. The relevant matters concerning the implementation of the fifth-stage national motor vehicle pollutant emission standard are hereby notified as follows:
1. According to the relevant provisions of the Opinions of the General Office of the State Council on Promoting the Convenient Trading of Used Cars (Guo Ban Fa [2065 438+06] 13), used cars that meet the national emission and safety standards of motor vehicles in use and are within the validity period of environmental protection periodic inspection and annual inspection can go through the immigration formalities in our city.
From July 1 2006, motor vehicles transferred from other places to Lanzhou must meet the national emission standards for in-use vehicles, and those that do not meet the national emission standards for in-use vehicles will not be transferred to registration. At the same time, no periodic inspection certificate will be issued for motor vehicles whose exhaust gas detection is not up to standard.
