Tourism, transportation, maritime affairs, public security, price, culture, industry and commerce, food safety supervision and other relevant departments shall, in accordance with their respective responsibilities, coordinate the implementation of these measures. Article 6 The municipal tourism administrative department shall, jointly with the relevant administrative departments of waterway transportation, urban and rural planning, formulate a special plan for the Pearl River tour according to the needs of the city's tourism development planning and the development of the Pearl River tour, combined with the historical and cultural features of the city and the landscape resources of the Pearl River coastline, and implement it after being approved by the Municipal People's Government. Article 7 Pearl River tour operators and related auxiliary operators are encouraged to set up trade associations, establish industry self-discipline mechanisms, provide policy and information consulting services for operators, guide their business activities and safeguard their legitimate rights and interests. Chapter II Business License Article 8 Anyone who engages in the Pearl River Tour business shall obtain a business license and a ship operation license issued by the administrative department of waterway transportation in accordance with the Regulations on the Administration of Domestic Waterway Transportation and the Regulations on the Administration of Domestic Waterway Transportation. Article 9 To engage in the Pearl River Tour business, the following conditions shall be met:
(1) Having the qualification of an enterprise legal person;
(2) It has a clear business scope, including business areas and business types, and has a feasible flight schedule, frequency, dock arrangement and other airline business plans;
(3) Having a ship that meets the specified requirements;
(4) Having maritime and maintenance management personnel who meet the prescribed requirements;
(five) there are senior crew members who meet the prescribed conditions and directly conclude labor contracts with them;
(six) a sound safety management system, such as the establishment system of safety management institutions and safety management personnel, safety management responsibility system, safety supervision and inspection system, accident emergency handling system, post safety operation procedures, etc. Article 10 This Municipality shall establish a regulation mechanism for the new capacity of Pearl River Tour, and invest in the new capacity of Pearl River Tour through bidding and other means.
The administrative department of waterway transportation shall, jointly with the relevant administrative departments of tourism, formulate the regulation plan for the new capacity of Pearl River Tour according to the special planning of Pearl River Tour and the market supply and demand situation, determine the quantity of the new capacity of Pearl River Tour and the bidding methods, procedures and conditions, and report it to the Municipal People's Government for approval before promulgation and implementation. Chapter III Operation and Management Article 13 The exterior design of the Pearl River cruise ship shall be in harmony with the surrounding environment of the navigation waters, and its structures and equipment such as ship stability, fire fighting, lifesaving, communication, navigation safety and pollution prevention shall meet the requirements of relevant laws, regulations and norms. Article 14 Pearl River tour operators shall sail within 60 days from the date of obtaining the business license, and announce the name, route, frequency, scenic spots, sailing time, fares, ticketing points and other information of the ships used to the public through the media and the obvious position of the passenger station where the route stops before 15, and report to the administrative department of waterway transportation for the record.
Where the information specified in the preceding paragraph changes, the operators of Pearl River Tour shall announce to the public 15 in advance and report to the administrative department of waterway transportation for the record. Fifteenth Pearl River cruise ships shall sail in accordance with the published routes, times and flights, and shall not shorten the routes, sailing time or reduce scenic spots.
If the flight needs to be cancelled temporarily due to climate and traffic control, the operators of Pearl River Tour should immediately announce it to the public through the Internet, radio, and posting notices on the wharf, and handle full refund or ticket exchange for tourists. Sixteenth Pearl River tour operators shall abide by the following provisions in their business activities:
(1) Establish and improve management systems such as business service standards, detailed rules for the management of ship service quality, service quality investigation and complaint handling;
(two) according to the needs of the post, the crew, service personnel and translators are allocated, and employees are regularly organized for on-the-job training, business learning and technical drills;
(3) In accordance with the requirements for setting public information signs, reasonably set up guiding signs such as ship plans and signboards, and set up warning or safety signs in dangerous areas;
(4) Posting the name of the ship, operator, complaint telephone number, tour instructions, interpreters and other information in a prominent position of the ship to provide consulting services for tourists;
(5) The explanation service in ship navigation is civilized, standardized and rich in content.
