Notice of the Ministry of Labor on Issuing the Measures for the Administration of Labor Management Information System

Chapter I General Provisions Article 1 These Measures are formulated to strengthen the comprehensive management of information work in the labor department, ensure the construction and development of the labor management information system, and promote the scientific and modern labor work. Article 2 The labor management information system is a subsystem of the national management information system, including information processing and information connection in all aspects of labor work, serving all aspects of labor work such as control, management, supervision and feedback, and extending to labor departments at all levels and grass-roots units. The system includes acquisition system, database system, management system and decision support system. It is a network system composed of computers, modern communication equipment and corresponding software. Article 3 The labor management information system is divided into main structure system, basic structure system and root structure system according to its control object and management scope. The first two systems are established and operated by the labor department, and the root structure system is guided and assisted by the labor department to establish and operate the relevant grass-roots units. The network connection between the three structures is guided by the labor department and managed in a unified way. Article 4 The labor management information system implements the principles of "unified leadership, unified planning and unified standards" and the principles of "prudent demonstration, active pilot, phased implementation and gradual improvement". All kinds of hardware, software, functions and methods that do not conform to the principle of three unifications cannot be incorporated into the labor management information system and implemented in this system. Article 5 The planning, design, development and operation of the labor management information system shall be organized and implemented by the Information Center of the Ministry of Labor. Specific measures shall be implemented in accordance with the overall design of labor management information system (hereinafter referred to as the overall design). Chapter II Management System Article 6 The labor management information system implements comprehensive management.

1. The labor departments at all levels implement the system of "unified design and development, hierarchical and classified management". That is, the overall design, detailed design and development of the whole system are uniformly planned and organized by the Ministry Information Center; The implementation of the main structure system is directly managed by the information centers of labor departments at all levels (or comprehensive information management units, the same below); The daily operation management of each subsystem in the infrastructure is directly responsible by the business unit (the business department, office, department of the labor department or the management organization affiliated to the labor department) that handles daily affairs (the information center can be responsible if conditions are not available). System planning, the interface relationship between the main structure and the infrastructure, and the coordination and interface relationship between the subsystems of the infrastructure are comprehensively managed by information centers at all levels, and the operation and management units of each subsystem should transmit and submit relevant information to the main structure as required.

That is, each branch, subsystem, corresponding database and model base are organized in a software and hardware network, which is managed systematically by the information center, and business processing and corresponding business responsibilities are undertaken by each business unit.

3. The Ministry of Labor implements the "one bus transmission" system for the networking of the main structure system of the provincial labor department. That is, the information center of the Ministry and the information center of the provincial labor department are responsible for the networking of the Ministry and the province, so as to count a few doors and enjoy one information. Article 7 The Information Center of the Ministry of Labor is responsible for comprehensively managing the information work of the national labor system, formulating and designing plans, plans, schemes, systems, standards and norms related to information work, organizing the development, implementation, coordination and guidance, managing and maintaining the internal system operation and network communication with provincial labor departments, submitting information materials and analysis reports as required, and providing relevant information services and consultation. Article 8 All business units within the Ministry of Labor shall carry out system development and construction under unified planning, and be responsible for managing the sovereign data managed by their own division of labor, including data collection, entry, inspection, summary and update. Have the right to use the sovereign data within the scope of responsibilities of the unit, enjoy the agreed data, and enjoy other rights granted by the system. A special person shall be determined to be responsible for the comprehensive management and coordination of the information work of the unit, as well as the contact and cooperation with the information center of the department. Ninth local labor departments at all levels should be clear about the units and personnel responsible for the comprehensive management of information work, and where conditions permit, corresponding comprehensive management institutions for information work should be established. Under the guidance of the Ministry Information Center, be responsible for the comprehensive management of the information work of the unit and the guidance to the directly affiliated units and lower-level labor departments, and use unified software to transmit the specified information to the higher-level labor departments as required. Article 10 The contents of Article 6, paragraph 2, Article 7 and Article 8 of this Chapter shall be applicable to the provincial labor department under the principle of observing this system, and the applicable provisions at the prefecture (city) and county level shall be determined by the provincial labor department according to local conditions. In principle, the third paragraph of Article 6 applies to the networking of the main structure system of labor departments at all levels below the provincial level. Chapter III Development and Pilot Article 11 Under the unified planning of the Ministry Information Center, according to the needs of the project, organize competent units and personnel to develop, introduce and transplant each subsystem of the labor management information system. The project development unit is responsible for the lifelong maintenance of the developed projects. All units of the Ministry of Labor entrust other units to develop projects, which should be audited by the Ministry Information Center. The projects to be developed by the provincial labor department should get in touch with the Ministry Information Center before development to prevent repeated development and waste of human and financial resources. Twelfth software acquisition, processing and transmission schemes in various structural systems should be carefully investigated and demonstrated, and pilot tests should be carried out within the corresponding scope, and then promoted after improvement, and phased improvement should be carried out in operation.
