China Society for the Protection of Small Animals-Statement on Tianjin Branch: August 2005-18 16: 52: 59.
(1) There is no "Tianjin Branch of China Small Animal Protection Association" in Tianjin, not in the past, not now and not in the future.
According to the regulations of the Ministry of Civil Affairs, China Small Animal Protection Association and other first-level organizations can set up regional branches in various regions of the country. Such regional branches can never be called "branches". Only (1) can be called the XX regional office (or liaison office) of the Association; (2) It is called the XX Regional Working Committee of the Association. This branch has no legal representative, no basic account number, only ordinary account number, official seal and certificate. All registered members belong to the association headquarters. Therefore, Mr. Zhao Shouxiang, the owner of Tianjin Dabao kennel, privately registered the so-called "Tianjin Branch of China Small Animal Protection Association" in pet net, China at the beginning of 200 1, which is a serious infringement and illegal act of stealing the name of China Small Animal Protection Association.
(2) In the summer of 2002, China Society for the Protection of Small Animals submitted application materials for several regional branches to the Ministry of Agriculture and the Ministry of Civil Affairs. Tianjin is one of them, and the person in charge is Ms. Li Aiwen, a retired middle school teacher, who has visited Beijing several times to contact this matter.
From the submission of application materials to the two ministries in 2002 to the issuance of the certificate of approval by the Ministry of Civil Affairs in June 2004, the office of China Small Animal Protection Association in Tianjin was in the stage of bidding approval, and it was not established, and it could not be listed or registered online.
(3) At the end of the annual inspection in 2004 (2003), the Ministry of Civil Affairs issued the Approval & gt Certificate to the Association. However, Ms. Li Aiwen, the former head of the branch, still insisted on cooperating with Mr. Zhao Shouxiang (actually relying on Mr. Zhao Shouxiang), saying that if the association refused her request, she would not ask about it again. At this time, the association already knew that Mr. Zhao had been engaged in selling dogs, which not only prevented him from leading the association, but also prevented him from joining the club. Therefore, the association decided to temporarily postpone the establishment of Tianjin branch, and the documents issued by the Ministry of Civil Affairs were temporarily kept by the headquarters.
Over the past year, the association has been looking for a suitable person in charge for the Tianjin branch. Once there are members and branch heads who meet the requirements of the articles of association, Tianjin & gt can be formally established.
(4) Shortly after the Ministry of Civil Affairs issued the certificate in 2004, Li Aiwen came to Beijing to ask for the certificate, which was rejected by the Association. So Ms. Li asked for a refund of the tender fee of 3,000 yuan paid in that year. However, the association believes that the Tianjin office with Comrade Li Aiwen as the head of the bid was successful, and the person in charge changed because Ms. Li voluntarily gave up her post, and the responsibility was not in the association. Therefore, the venture fund will not be refunded.
