If it is a foreign household registration, you have to go back to the household registration, which is impossible here.

1. Fill in the form and make an appointment at the Exit-Entry Administration in official website where the household registration is located;
2. Bring my certificate to the Entry-Exit Administration to fill in the form and hand in the papers according to the appointment time;
3. Pay by bank card as required;
4. receipt of the certificate;
On or after the date shown on the receipt, you can get it with your ID card and receipt. About 15 working days
