Development zone management agencies shall, in accordance with the responsibilities stipulated by the Municipal People's government, do a good job in statistical management within the region.
Development and reform, industry and information technology, construction, housing management, market supervision and management, taxation, commerce, auditing and other relevant departments shall, according to their respective responsibilities, do a good job in statistical work. Article 5 The people's governments of cities, counties (cities) and townships (towns) shall strengthen the organization and leadership of statistical work, strengthen the statistical infrastructure construction, and include the funds needed for statistical work and major national conditions and national strength surveys that should be undertaken at the corresponding level in the financial budget. Article 6 The statistical agencies and relevant departments of the municipal, county (city) and district people's governments shall strengthen statistical scientific research, improve the statistical index system that reflects the requirements of economic and social development, improve the statistics of emerging industries, improve the statistics of economy, society, science and technology, resources and environment, improve statistical investigation methods and systems, and promote the application of modern information technologies such as the Internet. Article 7 The people's governments of cities, counties (cities) and townships (towns), the statistical agencies and relevant departments of the people's governments of cities and counties (cities) shall, in accordance with the relevant provisions of the state, establish and improve the responsibility system for statistical data quality and implement the leadership responsibilities of the people's governments. Strengthen the main responsibilities of the statistical agencies of the people's governments of cities and counties (cities) and relevant departments, and clarify the statistical agencies of the people's governments of cities and counties (cities). Eighth city, county (city), township (town) people's government, city, county (city) people's government statistical agencies and relevant departments and their responsible persons shall ensure that statistical activities are carried out in accordance with the law, and shall not have the following acts:
(1) Infringement of statistical institutions and statisticians' independent statistical investigation, report and supervision;
(2) Modifying statistical data collected and collated by statistical institutions and statisticians according to law or fabricating false statistical data;
(three) in any way to ask statistical agencies, statisticians or other units and personnel to forge or tamper with statistical data;
(four) in any way to incite, instigate or force the statistical investigation object or other units and personnel to fabricate false statistical data;
(five) to take revenge on statisticians who perform their duties according to law or refuse or resist statistical violations. Article 9 State organs, enterprises, institutions and other organizations, as well as individual industrial and commercial households and individuals, shall provide statistical data in a true, accurate, complete and timely manner in accordance with relevant laws, regulations and relevant provisions of the state, refuse or resist illegal acts such as fraud, and shall not provide untrue or incomplete statistical data, nor delay or refuse to report statistical data. Article 10 Statistical work shall be subject to public supervision. Any unit or individual has the right to report fraud and other illegal acts in statistical work. Article 11 The statistical agencies of the Municipal People's Government shall strengthen the construction of statistical informatization, and realize information sharing with the relevant departments of the Municipal People's Government, the county (city) District People's Government and its statistical agencies, the township (town) people's government and sub-district offices through the statistical information network system. Twelfth city, county (city) District People's government statistical agencies should be combined with legal education and all kinds of census and investigation work, to carry out publicity and education of statistical laws and regulations. Chapter II Statistical Institutions and Statisticians Article 13 The relevant departments of the municipal, county (city) district people's governments shall, according to the needs of statistical tasks, set up statistical institutions, or designate statisticians in the relevant institutions, and designate persons in charge of statistics, organize statistical work within the scope of their management duties according to law, conduct statistical investigations, and accept the professional guidance of the statistical institutions of the people's governments at the corresponding levels.
City, county (city) District People's Government shall, according to the needs of statistical work, be equipped with statistical auxiliary investigators. Fourteenth township (town) people's government, street offices should set up statistical posts, equipped with full-time or part-time statisticians; Villagers' committees and community residents' committees shall designate special persons to assist township (town) people's governments and subdistrict offices in conducting statistical investigations according to law. The transfer of statisticians of township (town) people's governments and sub-district offices shall obtain the consent of the statistical agencies of the county (city) District People's governments. Fifteenth state organs, enterprises, institutions and other organizations as the object of statistical investigation should strengthen the construction of basic statistical work, and define the person in charge of statistical work and statisticians according to the needs of statistical tasks, and statisticians should have corresponding statistical business capabilities.
