In order to improve the business environment of small and medium-sized enterprises, promote the healthy development of small and medium-sized enterprises, expand urban and rural employment, and give full play to the important role of small and medium-sized enterprises in national economic and social development, the Law of People's Republic of China (PRC) on the Promotion of Small and Medium-sized Enterprises is formulated.
Adopted at the 28th meeting of the Ninth NPC Standing Committee on June 29th, 2002. 2065438+ revised at the 29th meeting of the 12th NPC Standing Committee on September 6th, 2007.
Regulations fully implement the "People's Republic of China (PRC) SME Promotion Law", based on the actual development of SMEs in our province, focus on optimizing the development environment of SMEs in our province, actively respond to the demands and voices of SMEs, and give full play to the decisive role of the market.
General rules:
Rule number one. In order to improve the business environment of small and medium-sized enterprises, ensure their fair participation in market competition, safeguard their legitimate rights and interests, support their entrepreneurial innovation, promote their healthy development, expand employment in urban and rural areas, and give full play to their important role in national economic and social development, this Law is formulated.
Article 2. The term "small and medium-sized enterprises" as mentioned in this Law refers to enterprises with fewer employees and smaller business scale established in People's Republic of China (PRC), including medium-sized enterprises, small enterprises and micro enterprises.
The criteria for the division of medium-sized enterprises, small enterprises and micro-enterprises shall be formulated by the comprehensive management department of the State Council responsible for promoting the development of small and medium-sized enterprises in conjunction with the relevant departments of the State Council according to the indicators of employees, operating income and total assets, combined with the characteristics of the industry, and submitted to the State Council for approval.
