Enrolment rate of public primary schools
1. Admission conditions. School-age children in the teaching area should have the official permanent residence of families in the teaching area. In principle, their household registration should be in the same household registration place as their parents (legal guardians), and the household registration and actual permanent residence, real estate license (real estate license refers to the house ownership certificate or immovable property certificate, and the holder is the legal guardian of school-age children. In principle, only one school-age child will be arranged to study in the primary school in the teaching area within six years of each house (except for non-only-child families that meet the national birth policy). (1) School-age children are registered with their parents (legal guardians) and live in the teaching area, and the other party is an active soldier, working in other places, farming or settling abroad; Parents divorced, children's household registration with the legal guardian, and live in the teaching area.
(2) Servicemen whose parents are not working in Nanjing, or experts and technicians who are sent to work abroad, whose children have independent household registration or live in the teaching area with their grandparents.
(3) School-age children have settled in their grandparents (grandparents) with their parents' household registration since their birth. Neither parent has purchased or allocated housing, but they actually live in their grandparents (grandparents) and their household registration has never moved in.
(4) School-age children are children of active military personnel, and their guardians and school-age children have registered permanent residence in the houses of the military in our region and actually live there.
(2) Special circumstances:
① School-age children from demolition families should enter school according to the following requirements.
If the demolished family has not been resettled or purchased a new house, it shall issue the demolition certification materials of the relevant departments and register in the primary school in the original teaching area.
Those who have placed or purchased a new house and obtained the property right certificate shall register in the primary school in the teaching area where the house is placed or purchased.
If the house that has been placed or purchased has been delivered but the property right certificate has not been obtained, the school shall be arranged by the district where the house is placed or purchased with relevant supporting materials.
② School-age children who buy second-hand houses should enter school according to the following requirements.
In principle, parents (legal guardians) must go through the formalities of second-hand housing property right certificate and family account book one year before entering primary school, and actually live. The address of a household in the teaching area shall only enjoy the rights and interests of compulsory primary education once in the primary school where the teaching area is located within six years (except for non-only-child families that meet the national birth policy).
③ In the following cases, the District Education Bureau will make overall arrangements for admission according to relevant policies.
School-age children and legal guardians are not in the same household registration place, and the household registration is inconsistent with the permanent residence and property certificate.
Collective households or household registration is empty, and families have no real estate.
After the registration begins, if the family housing or household registration of school-age children changes and fails to register in time as required, the school will register the situation and report it.
(3) Other special circumstances in the household registration audit shall be arranged by the District Education Bureau according to relevant policies.
2. Admission of special children. According to the Regulations of the People's Republic of China on Education for Disabled Persons, compulsory education schools and special education schools should actively accept special children and adolescents with vision, hearing, speech, limbs, intelligence, spirit and multiple disabilities in the region, and strictly "zero rejection". Actively promote integrated education, give priority to regular schools, and arrange for children with mild disabilities to receive compulsory education nearby; Children with moderate and severe disabilities are placed in special education schools.
3. Migrant workers' children go to school. Children of migrant workers refer to school-age children whose parents (legal guardians) come to Nanjing to live, who are not registered in Nanjing and are in the compulsory education stage. It does not include the children of migrant workers whose household registration in this city flows across cities.
If the children of migrant workers are studying in public primary schools in our district, their parents (legal guardians) should have a legally stable occupation in Nanjing and have a legally stable residence in our district for more than one year (until May 3, 20201), and their parents (legal guardians) should provide the following materials:
(1) Residence permit issued by the public security department for parents (legal guardians) who have lived in Xuanwu District for one year continuously;
(2) Proof that the parents (legal guardians) are relatively stable, the labor contract signed with the employer and the proof that the individual has continuously paid 1 year social insurance, or the valid business license for 1 year issued by the market supervision and management department;
(3) Household registration book and parents' (legal guardian) ID card;
(4) Relevant certification materials that meet the requirements of the national birth policy;
(5) Birth certificate and immunization certificate stipulated by the medical department.
Children of migrant workers who meet the above conditions shall be registered by their parents (legal guardians) at the designated registration point on July 18 with the above materials. After the allocation of compulsory education degrees for registered students in our district is completed, the district education bureau will make overall arrangements to attend public primary schools according to relevant policies and will not participate in computer allocation. If migrant workers (legal guardians) provide materials that are inconsistent with the facts when registering their accompanying children, once verified, the District Education Bureau will not arrange for the accompanying children to enter school.
Enrolment in private primary schools
Enrollment of private primary schools is synchronized with that of public primary schools. If the number of applicants for private primary schools exceeds the number of enrollment plans, all applicants will be randomly assigned by computer; If the number of applicants does not exceed the number of enrollment plans, they will be admitted at one time. Students admitted to private primary schools may not be admitted to other schools. School-age children who choose to attend private primary schools still need to go through the registration procedures of public primary schools according to regulations to ensure that their enrollment is not affected. The enrollment plan of private primary schools shall be audited by the District Education Bureau and announced to the public after being reported to the Municipal Education Bureau for the record.
Computer distribution registration
We will continue to implement computer allocation for vacancies in hot public primary schools in this area. When the number of applicants in private primary schools exceeds the enrollment plan, computer allocation enrollment will be implemented, and public and private primary schools will also implement computer allocation enrollment. According to the enrollment plan and the registration of school-age children, the District Education Bureau determines and announces the list of public and private primary schools that implement computer allocation enrollment and the computer allocation plan. 1. Voluntary report. Children of school age who need to participate in computer allocation enrollment can choose at most two schools to register in private primary schools and hot public primary schools in the region. Children of school age who are arranged by the district education bureau do not participate in computer allocation enrollment in hot public primary schools in the region. Registration is unified in Nanjing compulsory education school enrollment information management platform. For school-age children who participate in computer allocation, their guardians must go to the primary school to fill out the computer allocation application form and sign it for confirmation within the specified time. 2. School admission. After completing the voluntary reporting, if the number of applicants for computer allocation exceeds the number of school allocation plans, all applicants will be randomly allocated by computer; If the number of applicants for computer allocation does not exceed the number of school allocation plans, they will be admitted at one time. If the number of applicants is less than the number of enrollment plans and is randomly assigned or directly admitted by the computer, it is necessary to go to the school site to confirm and complete the relevant follow-up procedures at the specified time; If you are assigned by two primary schools at the same time, you need to clearly choose 1 school and go to the selected school for confirmation within the specified time. If it is not confirmed on site within the time limit, it will be deemed as abandonment. Those who are admitted by computer allocation may not be admitted to other schools again, nor may they return to public primary schools in the teaching area; Those who are admitted to the computer but give up will be arranged by the District Education Bureau to attend public primary schools; Those who are not randomly assigned by the computer are enrolled in public primary schools in the teaching area and meet the admission requirements.

In the enrollment process of public private primary schools, children of the following objects should be given proper care: martyrs; Soldiers who died in the line of duty, active servicemen in counties (cities), desert areas and remote areas as determined by the state, and special, first-class and second-class island troops as determined by the army; Police heroes and policemen who died or were disabled in the line of duty; National model workers, qualified high-level talents and outstanding returned overseas students; People who have made important contributions to the economic and social development of Xuanwu District. On June 23, public primary schools issued admission notices, and private primary schools issued enrollment brochures to clarify matters related to enrollment registration. From July 5th to 6th, school-age children who need to participate in computer allocation enrollment can choose at most two schools to register in local private primary schools and hot public primary schools. School-age children with household registration arranged by the district education bureau do not participate in the computer allocation of hot public primary schools in the region. Those who fail to register within the time limit will not be submitted.
On July 12, the public and private primary schools in the district were randomly allocated computer places simultaneously.
