Detailed Implementation Rules of the Public Security Department of Xinjiang Uygur Autonomous Region on Promoting the Reform of Household Registration Management System (for Trial Implementation)
Article 2 Persons who have legally stable occupations and legally stable residences (including leases) in county-level cities, resident towns of county people's governments and other established towns, themselves, their spouses, unmarried children and their parents who live with them may apply for settlement.
To apply for settlement in accordance with the provisions of this article, the applicant shall submit the following materials:
(1) The applicant's resident identity card and household registration book.
(two) the residence permit of the applicant's current residence.
(3) Labor contract or employment contract.
(four) the certificate issued by the social insurance management department that the employee has paid for more than two years.
(five) the lease of government public rental housing to settle down, must hold a certificate issued by the competent department of housing leasing for more than 2 years, and the room number has not been settled. Lease private houses, dormitories and other houses to settle down, provide the lease contract, proof of renting the same house for more than 2 years, a written statement from the owner of the house agreeing that the lessee will settle down at the house address, and a copy of the real estate license, and the address is uninhabited.
Article 3 Technical and practical talents who have signed labor contracts with employers in county-level cities, resident towns of county people's governments and other established towns may settle in the place where employers are located upon their own application.
To apply for settlement in accordance with the provisions of this article, the applicant shall submit the following materials:
(1) The applicant's resident identity card and household registration book.
(two) the residence permit of the applicant's current residence.
(3) Labor contract or employment contract.
(4) The professional qualification certificate of junior workers or above issued by the listed human resources and social departments and various industry appraisal institutions at the prefecture level in the autonomous region, or the professional and technical qualification certificate of junior workers or above issued by the People's Social Welfare Department of the autonomous region and the relevant departments and bureaus of the autonomous region.
If the applicant is unmarried, he will settle in a collective household; If the applicant is married and has no room, he/she will settle down at his/her work address.
Article 4 In county-level cities, resident towns of county people's governments and other established towns, the restrictions on the age and years of marriage of local people who take refuge in them, the age restrictions on parents who take refuge in their children and the age restrictions on unmarried children who take refuge in their parents shall be lifted.

3. Marriage certificate.
(two) in accordance with the provisions of this article, the applicant shall submit the following materials:
1, applicant's ID card and household registration book.
2. The account book of the trusted person.
3. Proof of kinship issued by the local police station, or other legal materials that can prove kinship.
(three) in accordance with the provisions of this article to apply for unmarried children to take refuge with their parents, the applicant shall submit the following materials:
1, applicant's ID card and household registration book.
2. The account book of the trusted person.
3. Proof of kinship issued by the local police station, or birth medical certificate and other legal materials that can prove kinship.
4. Unmarried children over the legal age for marriage shall provide proof of marital status issued by the civil affairs department where the household registration is located.
