4. You can't entrust others to apply for the Hong Kong and Macao Pass for the first time, but you can apply for renewal by others.

The Hong Kong and Macao Pass, commonly known as the Two-way Permit, is a travel document issued by People's Republic of China (PRC) and the Exit-Entry Administration of the Ministry of Public Security to mainland residents for private travel, visiting relatives, engaging in business, training, employment, studying abroad and other non-official activities in China.
Legal basis: Article 10 of the Measures for the Administration of Border Management Zones in People's Republic of China (PRC) shall apply to the public security organ at or above the county level or the designated police station where the permanent residence is located. Under any of the following circumstances, you can apply to the public security organ at or above the county level or the designated public security police station where the non-permanent residence is located with the unit certificate: (1) Persons whose permanent residence is in the same city as the place where the work unit is located, but not in the same jurisdiction; (two) the central ministries and commissions and the provincial people's government agencies abroad; (3) Persons who have lived in the place where the non-resident account is located for more than 1 year; (four) due to job transfer, the permanent residence or temporary residence has not yet been built; (five) national staff who really need to go to the border management area because of urgent official duties.
