Legal Analysis: The Regulations of People's Republic of China (PRC) Municipality on the Openness of Government Information stipulates that people's governments at all levels should strengthen their organization and leadership over the openness of government information. The General Office of the State Council is the competent department of the national government information disclosure, which is responsible for promoting, guiding, coordinating and supervising the national government information disclosure. The general office of the local people's government at or above the county level or other departments responsible for government information disclosure determined by the local people's government at or above the county level shall be responsible for promoting, guiding, coordinating and supervising the government information disclosure within their respective administrative areas.
Legal basis: Article 9 of the Regulations on the Openness of Government Information The administrative organ shall voluntarily disclose government information that meets one of the following basic requirements:
(a) involving the vital interests of citizens, legal persons or other organizations;
(2) It needs to be widely known or participated by the public;
(3) Reflecting the institutional setup, functions and procedures of the administrative organs;
(four) other in accordance with laws, regulations and relevant provisions of the state should take the initiative to open.
