Among them, Articles 13, 26 and 28 of the Regulations clarify the punishment measures for illegal acts of licensed pharmacists and practicing units:

Article 13 An applicant for registration must meet the following conditions:

1. Obtain the professional qualification certificate of licensed pharmacist;

2, abide by the law, abide by the professional ethics of licensed pharmacists, no bad information records;

3, good health, can adhere to the post of licensed pharmacist;

4. Approved by the unit.

Twenty-sixth units that are not equipped with licensed pharmacists according to the regulations shall be ordered by the local pharmaceutical supervisory and administrative departments at or above the county level to be equipped within a time limit and punished in accordance with relevant laws and regulations.

Twenty-eighth by cheating, bribery and other improper means to obtain the "Licensed Pharmacist Registration Certificate", the license issuing department shall revoke the "Licensed Pharmacist Registration Certificate", and shall not register licensed pharmacists for three years; If a crime is constituted, criminal responsibility shall be investigated according to law.

2. The evaluation of professional titles of licensed pharmacists has been implemented one after another.

On March 20th this year, the State Administration of Pharmaceutical Products and Ministry of Human Resources and Social Security jointly issued the Regulations on the Professional Qualification System of Licensed Pharmacists, pointing out that "professional technicians who have obtained the professional qualification of licensed pharmacists can be recognized as competent pharmacists or competent pharmacists, and can be used as a condition to declare higher-level professional titles."

In order to improve the whole system and effectively link up with the national licensed pharmacist examination professional qualification system, the US Food and Drug Administration of Guangdong Province has specially formulated the Implementation Plan for the reform of professional title evaluation of professional and technical personnel in the pharmaceutical industry in Guangdong Province, pointing out that it is necessary to establish the corresponding relationship between the professional titles of the pharmaceutical industry in our province and the professional qualifications of national licensed pharmacists. Professional and technical personnel in the pharmaceutical industry who have obtained the qualification of licensed pharmacist may be identified as having the title of competent pharmacist (licensed pharmacist) as a condition for declaring a higher professional title.

3. It is realistic for licensed pharmacists to practice more.

On May 24 this year, the Notice on Strengthening the Management of Licensed Pharmacists in Pharmaceutical Retail Enterprises issued by the US Food and Drug Administration in Shaanxi pointed out that licensed pharmacist Yamatonokusushi was encouraged to practice in pharmaceutical retail enterprises on holidays and in his spare time as a supplement to the vacancy of licensed pharmacists in stores. Drug retail stores should establish a multi-point employee file and management system, and put it on record in the local market bureau, and its continuing education should be organized and implemented by the local market supervision bureau.

The pharmacy will release the sales of prescription drugs.

Under the background of the rectification of national drug retail enterprises, all retail pharmacies are faced with two major problems: the first pharmacist takes up his post and the second prescription drug is sold by prescription. Judging from the existing conditions, it is impossible for all pharmaceutical retail enterprises to equip pharmacists according to national requirements and sell all prescription drugs according to prescriptions. Therefore, Guangdong, Shandong, Chongqing, Shaanxi and other provinces and cities have issued documents to encourage retail pharmacies to establish a file management system for patients with chronic diseases.

Remote examination was originally a transitional policy to alleviate the shortage of licensed pharmacists, but with the order of the State Administration of Pharmaceuticals, remote examination was completely popularized. With the urgent advantage of assisting pharmacies to accept outflow prescriptions and alleviating the shortage of licensed pharmacists, the distance examination after 3. 15 was searched repeatedly. At the end of April this year alone, Hunan, Shandong, Shanxi and Heilongjiang provinces issued documents to promote distance examinations.

Coincidentally, a week later, the Notice on Issues Related to Opening the Purchasing Authority of Zhejiang Medical Machinery Purchasing Platform by the Provincial Medical Machinery Purchasing Platform also pointed out that six provincial medical and pharmaceutical chain pharmacy groups, such as Intertek, Huadong Pharmacy, State-controlled Pharmacy, Xinyi Pharmacy, Yunkai Yamei Pharmacy and Jiuzhou Pharmacy, can apply for purchasing accounts on Zhejiang Medical Machinery Purchasing Platform and open online purchasing authority on medical machinery purchasing platform.

At present, only Shandong and Zhejiang provinces have released the centralized purchasing authority of pharmacies, but in June of 20 19 and 1 year, the state launched the "4+7" pilot policy of centralized purchasing of drugs, which achieved remarkable results. With the acceleration of prescription outflow, relevant circulation platforms are welcoming opportunities, and pharmacies, especially those around hospitals, will become the main undertakers.

10, the prospects of many pharmacies are worrying.

Recently, the pharmacy circle in Shandong Province ushered in the most stringent inspection in history. According to incomplete statistics, in May alone, the GSP certificates of 62 pharmacies in Jinan, Heze, Zaozhuang, Weifang, Weihai, Tai 'an, Yantai, Binzhou, Linyi and Jining in Shandong Province were revoked and withdrawn.
