The term "utilization of government information resources" as mentioned in these Measures refers to the release, inquiry and other utilization of government information by using information networks.
The term "government informatization" as mentioned in these Measures refers to the activities of government agencies to apply modern information technology to deeply develop and utilize government information resources and realize digitalization, networking and standardization of government activities. Article 4 The government informatization construction shall follow the principles of overall planning, unified coordination, standardized standards, joint construction and sharing, active implementation, easy before difficult, step by step, and application-oriented. E-government extranet refers to the public information network that government agencies use the Internet to release information to the outside world through a unified portal website and provide information services, business handling and management supervision to the society.
Secure and effective data exchange should be realized between government extranet and government intranet. Ninth provincial administrative departments of information industry may entrust relevant institutions to manage and maintain the provincial government information exchange platform, formulate relevant technical operation specifications, and carry out government data center business.
The internal computer networks of the provincial government departments and the governments of cities, counties and autonomous counties shall be interconnected through the information exchange platform of the provincial government. Tenth government agencies at all levels must establish technical measures to prevent illegal intrusion, security audit, virus detection and system data disaster recovery, and establish a real-time detection system.
The core technology, equipment and software of the security system must pass the security inspection of the public security department. Eleventh the construction and operation of the government extranet can be entrusted to social service institutions. Due to business needs, all departments can enjoy the information resources of other departments free of charge through the provincial government information exchange platform. Fifteenth official document exchange and information transmission between government agencies should be carried out through the government intranet. Except as otherwise provided by laws and regulations. Sixteenth the following information shall be published on the extranet of government affairs:
(a) national laws, administrative regulations, local regulations, government regulations and relevant policies;
