Article 2 Ships sailing, berthing and operating in Yangzhou section of the East Route Project of South-to-North Water Diversion (hereinafter referred to as the South-to-North Water Diversion Project), as well as units and individuals engaged in activities related to ship pollution, shall abide by these Measures. Article 4 The people's governments of cities and counties (cities, districts) shall incorporate the prevention and control of ship pollution in Yangzhou section of South-to-North Water Transfer Project into local environmental protection planning, adopt economic and technical policies and measures that are conducive to the prevention and control of ship pollution, and coordinate and solve major problems in the prevention and control of ship pollution.

The competent department of transportation is responsible for the supervision and management of pollution prevention and control of ships, ports, docks, shiplocks and their operational activities, and undertakes the supervisory duties of the construction and operation of anti-pollution facilities in ports, docks and shiplocks, the configuration and use of anti-pollution equipment and equipment for ships, and the collection and delivery of pollutants from ships.

The competent departments of development and reform, industry and information technology, public security, finance, natural resources and planning, water conservancy, agriculture and rural areas, commerce, emergency management, market supervision and management shall, according to their respective functions and duties, do a good job in the prevention and control of ship pollution in Yangzhou waters of South-to-North Water Transfer Project. Eleventh ships with a gross tonnage of more than 400 tons and only domestic sewage treatment devices shall be technically reformed as required. The existing ships with a gross tonnage of less than 400 tons in this Municipality shall carry out anti-pollution renovation of domestic sewage as required. Article 12 The people's governments of cities and counties (cities, districts) shall set up ship pollutant flow receiving ships with the function of receiving domestic garbage, domestic sewage and oily sewage from ships according to the waterway mileage and ship flow above Class III, and provide active receiving services. Thirteenth ships are prohibited from discharging domestic garbage, domestic sewage, oily sewage, sewage containing toxic liquid substances and other substances that may pollute the water body into the waters of the South-to-North Water Transfer Project in Yangzhou City. It is forbidden for dangerous chemicals transport ships to engage in cabin washing operations in the waters of Yangzhou South-to-North Water Transfer Project.

Ships transporting hazardous wastes and hazardous chemicals shall not enter the waters of Yangzhou South-to-North Water Transfer Project in violation of regulations. Article 14 The fuel used by ships shall meet the requirements of relevant laws, regulations and standards, and the waste gas generated by the operation of power plants and the volatile organic compounds generated on board shall not be discharged beyond the standard.
