Chapter I General Provisions Article 1 In order to strengthen the management of Jiangyin Yangtze River Highway Bridge (hereinafter referred to as the Bridge), protect the facilities of the bridge and ensure the safety and smoothness of the bridge, these measures are formulated in accordance with relevant state laws and regulations. Article 2 Vehicles, drivers and passengers passing on the bridge, ships (including facilities, the same below) and crew members sailing in the waters of the bridge, and units and individuals engaged in other activities within the management scope of the bridge shall abide by these measures. Article 3 The scope of bridge beam management refers to the pavement part from the toll station area of the bridge to the terminal of the south approach road of the bridge, and the corresponding land part within the isolation range of protective nets on both sides.

Provincial transportation departments shall set up obvious signs in accordance with the scope designated in the preceding paragraph. Fourth bridges within the scope of road management, transportation management and maintenance supervision and management by the provincial department in charge of transportation; The public security organ is responsible for the traffic, public security, fire control management and security of the bridge. Provincial transportation authorities and provincial public security organs may entrust or set up corresponding institutions to exercise specific management responsibilities according to law.

Provincial transportation departments and public security organs shall perform their duties in accordance with relevant laws, regulations and the provisions of these Measures, cooperate closely and do a good job in bridge management. Fifth provincial people's government and other relevant departments of the people's government where the bridge is located shall assist in the management of the bridge.

The grass-roots organizations where the bridge is located should educate the masses to consciously abide by relevant laws and regulations and cooperate with the bridge management department to maintain the safety and order of the bridge. Article 6 Urban planning, land management, forest protection, environmental protection, water conservancy projects, flood control and flood fighting, port and shipping supervision, etc. Involving bridge management, it shall be implemented in accordance with relevant state laws and regulations. Article 7 Bridges, ancillary facilities and land for bridges are protected by law, and no unit or individual may occupy, damage or engage in other activities that endanger the safety of bridges. Chapter II Road Administration Article 8 Within the scope of bridge management, the following acts are prohibited:

(1) Laying pipelines and building other facilities on the main bridge;

(2) Carving and posting on bridge decks, piers, pylons, slings, lamp posts and guardrails;

(3) stacking, building, setting up stalls, etc. ;

(four) other acts that affect the safety and performance of bridges and their ancillary facilities. Ninth in addition to the protection and maintenance of the bridge, it is forbidden to build buildings and ground structures within 30 meters of the outer edge of the isolation guardrail on both sides of the bridge. Need to bury pipelines and cables, shall be approved by the provincial department in charge of transportation in advance; Involving other relevant departments, it shall also be reported to the relevant competent department for approval in accordance with the provisions of laws and regulations. Article 10 No sand digging, stone quarrying, earth borrowing or waste dumping are allowed within 200 meters of the outer edge of the bridge isolation guardrail; Do not engage in blasting operations or burning activities. Article 11 If the total weight of bicycle load exceeds 40 tons and off-road signs are set within the scope of bridge management, it shall be approved in advance by the Provincial Department of Transportation; If traffic safety is affected, it shall also be approved by the public security organ. Twelfth vehicles running on the bridge shall not throw, spill, drip or leak, and the goods carried shall not run on the ground. Thirteenth any unit or individual that damages a bridge and its ancillary facilities shall make compensation (compensation) according to law. Chapter III Maintenance and Management Article 14 Bridges and their ancillary facilities shall be maintained, repaired and inspected in accordance with the technical specifications and operating procedures prescribed by the state to ensure that the bridges are always in good technical condition. Fifteenth bridge maintenance, repair and inspection personnel must wear uniform safety signs when working on the bridge. The construction site must set up construction operation signs and necessary safety protection facilities in accordance with relevant regulations, so as to achieve standardized operation and civilized construction. When working in rainy, foggy and snowy weather at night, an obvious red warning light signal must be set at the scene.

Vehicles and machinery carrying out bridge maintenance must turn on yellow warning lights or set operation signs, and their driving routes and directions are not restricted on the premise of not affecting the traffic of other vehicles.

In addition to the daily maintenance work, if the bridge maintenance work affects the traffic of vehicles, it shall obtain the consent of the public security traffic management department in advance, and the public security traffic management department shall assist in maintaining the traffic order at the job site. Article 16 Vehicles passing through the operation site shall drive according to the information released by the bridge monitoring center or the signs set up, and pay attention to avoid maintenance vehicles. Chapter IV Traffic and Public Security Management Article 17 Pedestrians, non-motor vehicles, motorcycles, tractors, special vehicles for the disabled, tracked vehicles, agricultural vehicles, wheeled special machinery, full-trailer trains, vehicles with test number plates and coach number plates and motor vehicles with a design speed of less than 70 kilometers per hour are prohibited from passing on bridges.

Vehicles transporting inflammable, explosive, corrosive and other dangerous goods across the bridge must be approved by the public security organs, run at the prescribed time and speed, and hang obvious signs. Eighteenth motor vehicles must follow the road markings when crossing the bridge. From the median to the right according to law, the first lane is the overtaking lane, and the second and third lanes are the traffic lanes. When overtaking, you should use the adjacent left lane, and overtaking on the left side is strictly prohibited. When a motor vehicle entering the overtaking lane passes the preceding vehicle, it shall immediately return to the lane without hindering the safe driving of other vehicles. When driving normally, it is forbidden to change lanes or ride across lane lines at will. When changing lanes, turn on the turn signal in advance, which shall not affect the normal driving of vehicles in other lanes.
