The work of letters and visits should be guided by the Party's basic line, and serve the socialist democracy and legal system, social stability and economic development, and the people. Article 3 Municipal authorities shall be responsible for handling letters and visits from the people, and shall be responsible at different levels and centralized, and whoever is in charge shall be responsible for solving problems on the spot. Article 4 Municipal authorities and departments shall handle the problems raised by people's letters and visits in the spirit of seeking truth from facts and in accordance with the principles, policies, laws and regulations of the party and the state and the provisions of these Measures. Chapter II Leaders and Institutions Article 5 All departments of municipal organs should put the work of letters and visits into the agenda and target management, determine a leading comrade to take charge of the work of letters and visits, and study and solve important problems in the work of letters and visits in a timely manner.
Leading comrades should read and approve letters from the masses and receive visitors regularly or irregularly. Article 6 All departments of municipal authorities shall, according to the actual needs of letters and visits, set up letters and visits working institutions in the office or provide full-time and part-time letters and visits cadres to be responsible for receiving letters and visits from the masses. Chapter III Responsibilities Article 7 All departments of municipal authorities shall do a good job in accepting and receiving letters and visits from the people. People's letters and visits should be handled by the relevant municipal authorities according to the content, nature and subordinate system of the problems reflected. Article 8 When a municipal institution changes, which department shall be responsible for its business and which department shall handle the complaint reporting. Ninth municipal organs and departments of the petition work responsibilities:
(1) Accepting letters from people within the system and business scope, receiving people's visits, and safeguarding the legitimate rights and interests of visitors;
(two) to undertake the petition cases assigned by the superior organs and superior leaders;
(3) Assigning relevant petition cases to subordinate units, being responsible for guiding, urging, inspecting the handling situation, and reviewing the closing opinions;
(four) responsible for organizing and coordinating the handling of petition cases involving multiple units in the system until the case is closed;
(five) to investigate and deal with cases of letters and visits that the subordinate units are unable to handle or are still dissatisfied after many times of handling;
(six) to strengthen investigation and study, comprehensive analysis, timely provide letters and visits to the relevant party and government leading organs and leading comrades;
(seven) training grass-roots petition staff, organization and exchange of petition work experience in this system;
(eight) to provide the complainant with advice on policies, laws, interests and regulations;
(nine) the management of letters and visits files, conservative letters and visits confidential. Tenth municipal organs and departments should strengthen cooperation, mutual cooperation, do a good job of letters and visits. Chapter IV Working Procedures Article 11 All departments of municipal organs shall register letters and visits from the masses one by one, determine the contents and nature of letters and visits in time, and take measures such as reading and approving letters and visits by leaders, directly investigating and handling them or transferring them to other offices according to specific circumstances. Twelfth important petitions assigned by the leadership instructions and higher authorities, should be promptly investigated or transferred, closed on time and report the results, and asked to close the case. Thirteenth important cases of letters and visits should be reported to leading comrades. The results of the handling of the case shall notify the relevant units to reply to the petitioner and file the relevant materials. Chapter V Code of Conduct for Letters and Visits Staff Article 14 The letters and visits staff of various departments of municipal organs shall strive to:
(1) Seriously study Marxism-Leninism and Mao Zedong Thought, learn the Party's line, principles and policies, learn the laws, regulations and professional knowledge of the country, and constantly improve their political quality and professional ability;
(two) exemplary implementation of the principles, policies, laws and regulations of the party and the state, adhere to seeking truth from facts, handle affairs impartially, and resolutely resist and oppose unhealthy trends;
(three) warmly receive the visiting masses, seriously deal with people's letters, truthfully reflect the opinions and demands of the masses, and reasonably solve the problems of the masses according to law. Petitioners who have incorrect opinions and excessive demands should do a good job in education and guidance;
(four) actively and enthusiastically do a good job of unity with the relevant units and departments, take the overall situation into account, know the big picture, respect each other and cooperate closely;
(five) strictly abide by the secrets of the party and the state, and keep secrets for those who report and accuse. Chapter VI Awards and Penalties Article 15 Units and individuals that have made remarkable achievements in letters and visits shall be commended and rewarded respectively. Sixteenth in the reception and handling of people's letters and visits, under any of the following circumstances, the competent department shall, according to the seriousness of the case, give criticism and education or disciplinary action to the relevant personnel. If a crime is constituted, criminal responsibility shall be investigated by judicial organs according to law.
(a) letters and visits within the scope of responsibilities of the department should be accepted but not accepted or deliberately delayed, causing serious consequences;
(two) the petition cases assigned by the higher authorities or the leaders of this unit are not handled, or the results are not reported on time and the reasons are not explained;
(three) the request for instructions on the petition case is not answered in time, resulting in adverse effects;
(4) divulging the contents of the complaint or accusation or transferring the materials of the complaint or accusation to the accused or individual;
(5) Concealing, destroying or forging letters and visits certificates;
(six) revealing the secrets of letters and visits, engaging in malpractices for selfish ends, extortion, bribery and other illegal acts.
