Regulations of Huainan Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to regulate and guide citizens' behavior, improve citizens' civilized quality and social civilization level, and practice socialist core values, these Regulations are formulated in accordance with relevant laws and administrative regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality. Article 3 This Municipality shall establish a civilized behavior promotion mechanism which is organized and implemented by the government, divided by departments and actively participated by the society, so as to ensure the sustained and effective development of civilized behavior promotion. Article 4 The municipal, county and district people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, and define the overall objectives, tasks and requirements of the work; Establish a joint meeting system for the promotion of civilized behavior, study and formulate relevant policies, coordinate and solve major problems, and inform the development of civilized behavior promotion. Fifth city, county, district spiritual civilization construction institutions specifically responsible for the promotion of civilized behavior within their respective jurisdictions, and perform the following duties:

(a) to formulate plans and programs for the promotion of civilized behavior;

(two) to convene and undertake a joint meeting to promote civilized behavior;

(three) to guide and coordinate the relevant units to carry out the propaganda work of civilized behavior;

(four) to supervise, inspect and evaluate the promotion of civilized behavior;

(five) to accept and deal with relevant suggestions and complaints in accordance with the provisions. Article 6 Citizens should consciously abide by relevant codes of conduct, such as civic civilization convention, village rules and regulations, owners' convention, student code, etc., respect public order and good customs, and actively participate in advocating civilized behavior.

State functionaries should play an exemplary role in promoting civilized behavior. Chapter II Basic Norms of Civilized Behavior Article 7 Citizens should be patriotic and law-abiding, courteous and honest, united and friendly, hardworking and self-reliant, and dedicated. Eighth citizens should consciously abide by the following norms of public environmental health civilization:

(a) do not smoke in public places where smoking is prohibited;

(two) no spitting, urinating, littering, paper scraps, cigarette butts, beverage cans, chewing gum, food residue, plastic bags and other wastes, and no dumping of sewage;

(3) Keeping pets is restricted in urban areas. Keeping pets does not affect public health and the normal life of others;

(four) civilized and safe sacrifice, not noisy disturbing people, not burning paper, relics and other funeral items in urban roads;

(five) not in the corridor, building (structure) building walls and trees, outdoor pipelines and other outdoor facilities, graffiti;

(six) do not set off fireworks in the forbidden area and time;

(seven) to protect the ecological environment and not to burn straw and garbage in the open air;

(eight) other laws, regulations and civilized conventions clearly stipulated by the public * * * environmental sanitation civilized behavior norms. Ninth citizens should consciously abide by the following public order and civilized behavior norms:

(1) Don't talk loudly in libraries, memorial halls, museums, theaters and other places, and answer the phone quietly;

(2) Civilized language, no quarrel, no swearing;

(3) behave in a civilized manner, dress appropriately, and don't deliberately show your body;

(4) queuing in turn when waiting for service; When taking the elevator, go out first, then go back. When using the stairs, stay up and down to the right.

(five) to carry out fitness and entertainment activities such as square dancing and singing in the open air, and to make rational use of venues, facilities and audio equipment, and the noise value shall not exceed the community noise emission standard;

(six) care for flowers and trees and greening facilities, do not climb flowers and trees, do not damage the green space;

(seven) civilized Internet access, not fabricating or spreading false information, not spreading low-level kitsch information;

(eight) other laws, regulations and civilized conventions clear norms of public order and civilized behavior. Tenth citizens should consciously abide by the following traffic civilized behavior norms:

(a) driving or riding a motor vehicle, shall not throw objects outside the car;

(two) driving a motor vehicle without honking, parking or using high beam; When crossing the crosswalk, be polite to pedestrians;

(three) consciously queue up by public transport, get off first and get on the bus, and take the initiative to give up seats for the old, weak, sick, disabled, pregnant and young passengers;

(four) driving a non-motor vehicle should be in the non-motor vehicle lane and drive according to the traffic lights; When crossing the road or crossing the road, you should avoid pedestrians and not carry people or goods in violation of regulations;

(five) pedestrians should walk on the sidewalk; When crossing the road or crossing the road, you should pass through the crosswalk or pedestrian crossing facilities and follow the traffic lights;

(six) other traffic civilized behavior norms stipulated by laws, regulations and civilized conventions. Eleventh citizens in the community should consciously abide by the following norms of civilized behavior:

(two) do not raise poultry and livestock in urban residential areas and other prohibited areas;

(three) do not pile up debris in the corridor, in front of the door, and do not throw items from the building;

(four) no parking, littering;

(5) No littering or littering;

(6) Laws, regulations and civilized conventions of other communities. Chapter III Encouraging and Carrying Forward Civilized Behaviors Article 12 Encourage courageous behaviors, commend and reward courageous people according to law, and protect their legitimate rights and interests. When one's own rights and interests are damaged by being brave, he shall provide legal aid in time.
