According to the special situation of our region, we set the period of temporary occupation of forest land as one year. Because most of the quarrying enterprises in our region are within the scope of ecological public welfare forest, it is difficult for quarrying enterprises in our region to handle the formalities of temporary land occupation at present, because the permit must be submitted to the province for examination and approval, and the provincial bureau controls the procedures of quarrying enterprises that seriously damage the environment.
3. Strengthen the management of timber circulation market and protect the safety of forest resources.
In order to protect the safety of forest resources in our region, according to the relevant provisions of the Regulations on the Management of Timber Circulation in Hubei Province, strict supervision and management are carried out on all aspects of timber acquisition, sales, transportation, processing and utilization. First, the applicants who bid for the timber business (processing) license are strictly qualified. After field investigation and verification, it shall be reported to the forestry administrative examination and approval department for examination and approval. The second is to supervise the qualified timber business (processing) households afterwards, so that their behavior can be carried out within the scope permitted by the Forest Law. At present, there are 23 wood business households and 4 wood processing households in the whole region, and their production, operation and processing activities are under our supervision, and no illegal operation (processing) has occurred; Investigate and deal with illegal timber transportation and illegal occupation of forest land. In the whole year, * * * investigated and dealt with 20 cases of forestry administrative punishment, including 10 cases of illegal transportation and 10 cases of illegal occupation of forest land. No administrative losses and misjudged cases occurred, and the publicity rate of punishment standards and treatment results reached over 98%, effectively protecting forest resources in our region.
4. Standardize the management of forest harvesting and control deforestation cases.
On the one hand, strengthen the certification and post-cutting management of forest harvesting, implement on-site supervision of timber harvesting, verify the actual situation of returning farmland to forests, and stop illegal logging and acquisition of unlicensed timber. On the other hand, it is necessary to further standardize the forest harvesting procedures, conduct feasibility analysis and planning for all logging applicants, do a good job in the preliminary work such as cutting operation design before quota harvesting, and implement the work to every tree and household, so as to make contributions to strengthening the protection and rational utilization of forest resources in our region.
5, strengthen legal publicity and legal training, improve the level of administration according to law.
This year, we have taken various measures to strengthen legal publicity and law enforcement training in all directions. First, we have publicized forestry laws, regulations and forestry policies, so that the reform of people's forest right system is deeply rooted in the hearts of the people. At present, there are 12 streets, towns and 297 villages in the whole region, and four special work classes have been dispatched, benefiting more than 1800 people and distributing 3350 related materials. The publicity of the owners of quarrying enterprises is mainly through issuing notices, and attaching laws and regulations to the notices for extensive publicity.
