(1) Purchase Intention Registration

You need to bring your ID card, the original and copy of the house purchase permit when registering. If I can't register in person, I can issue a written power of attorney and the agent will register on my behalf. The agent must bring the original and photocopy of his ID card, the original and photocopy of the client's ID card and the quasi-purchase certificate for registration.
The applicant family (person) can only choose one set of housing registration, and multiple registrations are invalid. Affordable housing in Chengguan District is limited to families (people) applying for household registration in Chengguan District, and families applying for affordable housing in Qilihe District, Anning District and Xigu District are registered and placed in four suburban areas.

The housing security departments of the four districts organize public lottery according to the housing and registration, and determine the qualification and order of shortlisted housing according to the ratio of 1: 1.2. During the lottery, the supervision department, NPC deputies, CPPCC members, representatives of the people who applied for house purchase and on-site supervision of the news media were invited, and the municipal notary department conducted on-site notarization. The lottery results were publicized in the news media and Lanzhou real estate information network. Publicize families (people) who have objections and do not meet the requirements after examination, and cancel the qualification for housing selection.
Applicants who have not obtained the qualification of housing selection will enter the waiting list within the validity period of the quasi-purchase certificate and participate in the next batch of placement registration.
(3) house selection
Applicants who have obtained the qualification of housing selection will participate in on-site housing selection with their ID card, quasi-purchase certificate and housing selection number plate (time and place will be notified separately).
The house selection shall be conducted in the order of drawing lots, and each house selection shall be convened by the on-site staff. The applicant family (person) should withdraw from the market within 2 minutes to confirm the purchase subscription, and sign the purchase agreement of affordable housing with the construction unit within 10 days from the date of house selection, and go through the relevant purchase procedures.
If the house is not selected on site or abandoned after the house is selected, it will be supplemented by the family (person) who chooses the house.
Four. Relevant regulations
(1) distribution area. Resettlement of affordable housing
The single building area is currently the drawing area, which is subject to the area defined by Lanzhou Real Estate Surveying and Mapping Center.
(2) the placing price. The sales price of affordable housing has not yet been determined, which is the estimated price of the construction unit. At the time of placing, each set will pay 500-65.438 million yuan. The final sales benchmark price is approved by the Municipal Price Bureau in conjunction with the Municipal Finance Bureau, the Municipal Housing Security and Real Estate Administration, and the sales price of a single set of affordable housing is determined by the comprehensive floor and orientation factors. The approved area of the quasi-purchase permit is purchased at the affordable housing price; If the area exceeds the approved area of the quasi-purchase certificate, it shall be purchased according to the market price of the same lot and similar ordinary commodity housing at the time of placing, and the proceeds shall be uniformly turned over to the municipal finance and incorporated into the government housing security fund.
(3) Housing ownership and listing. Affordable housing by the development and construction units responsible for the unified registration of ownership. Affordable housing has "limited property rights". It shall not be listed and traded within 5 years after placing. If the transfer is really necessary, the original purchaser shall apply to the Municipal Housing Security and Real Estate Management Bureau for repurchase, and the repurchase price shall be determined by the Municipal Price Bureau according to the original price and taking into account factors such as depreciation and price level. Five years after the placement of affordable housing, listing and trading are allowed. At the time of transaction, the land revenue shall be paid to the government according to 50% of the price difference between ordinary commodity housing and affordable housing in the same lot at the time of placing. Property buyers can also obtain full property rights after paying the housing price difference of the same lot and similar ordinary goods.
(4) Use management. Before obtaining full property rights, affordable housing can only be used for self-occupation, and may not be rented, left idle, lent or changed without authorization. Except for mortgage purchase, mortgage is not allowed. The above requirements are clearly stipulated in the economic applicable housing sales contract and the property service contract.
