Application conditions for affordable housing:

1. Each family or single resident with housing difficulties can only apply for buying or renting a set of affordable housing, or choose to apply for monetary subsidies. Married residents should apply for housing security on a family basis.

2 families with housing difficulties or single residents who apply for renting affordable housing shall meet the following conditions:

(a) family application, at least one family member has a household registration in this city; If a single resident applies, he shall have a household registration in this city;

(two) the average annual income of families or the annual income of single residents for two consecutive years before the acceptance of the application does not exceed the income line standard of rental affordable housing stipulated by this Municipality;

(three) the total amount of family property or the total amount of personal property of single residents does not exceed the property limit of renting affordable housing stipulated by this Municipality;

(four) family members or single residents in this city without any form of residential construction land or their own housing;

(five) family members or single residents did not enjoy housing security in this city and other parts of the country at the time of application;

(six) other conditions stipulated by the municipal government.

To apply for low-rent housing, in addition to the above conditions (1), (3), (4), (5) and (6), valid certification documents issued by the civil affairs department are required.

The term "self-owned houses" as mentioned in these Regulations includes houses that have been registered according to law and houses that have not been registered but are owned by family members or single residents in the name of owners or * * * *.

The term "family members" as mentioned in these Regulations refers to people who have legal maintenance, support or maintenance relationship and live together.

3 families with housing difficulties or single residents applying for the purchase of affordable housing shall meet the following conditions:

(a) family applications, all family members should have the city's household registration. If the household registration of family members is moved out of this city due to schooling or military service, it shall be deemed as having the household registration of this city during schooling or military service; If a single resident applies, he shall have a household registration in this city;

(2) The average annual income of a family or the average annual income of a single resident for two consecutive years before the acceptance of the application does not exceed the income line standard for purchasing affordable housing stipulated by this Municipality;

(three) the total amount of family property or the total amount of personal property of single residents does not exceed the property limit set by this Municipality for the purchase of affordable housing;

(four) family members or single residents in this city and other parts of the country do not have any form of residential construction land or their own housing;

(five) family members or single residents have not transferred residential construction land or their own houses in this Municipality and other parts of China within three years before the date of acceptance of the application;

(6) Family members or single residents have not purchased affordable or other preferential policies in this city and other parts of China, except for children who form a family alone as family members or apply for affordable housing after reaching the specified age;

(seven) other conditions stipulated by the municipal government.

Single residents who apply for the purchase of affordable housing, their age conditions and area standards shall be formulated separately by the municipal government.

4. Families with housing difficulties or single residents who have not rented affordable housing may apply for monetary subsidies if they meet the conditions stipulated in Article 1 of this Ordinance.

Families or single residents whose own housing area is lower than the housing security area standard stipulated by this Municipality and meet the conditions other than those stipulated in Item (4) of Paragraph 1 of Article 2 of these Regulations may apply for monetary subsidies.

Monetary subsidies are paid monthly, and the amount of subsidies is calculated according to the registered population.

5. Families with housing difficulties or single residents renting affordable housing may apply for deferment, reduction or exemption of rent due to economic reasons.

The specific measures for applying for holdover or reduction of affordable housing rent shall be formulated separately by the municipal government.

6. The income line standard, property limit, housing security area standard and monetary subsidy standard stipulated in this chapter shall be determined by the municipal competent department in conjunction with relevant departments such as human settlement environment, finance, civil affairs, human resources and social security, and statistics. Every year, according to the income level of residents, family property status, housing status, government financial affordability, housing market development and other factors, it was reported to the municipal government for approval and promulgated for implementation.
