According to the provisions of the Measures for the Administration of Refined Oil Market of the Ministry of Commerce, an enterprise applying for the qualification of retail operation of refined oil shall meet the following conditions:

(2) It has a long-term and stable supply channel for refined oil, and has signed a refined oil supply agreement with an enterprise with the qualification of refined oil wholesale business for more than 3 years, which is suitable for its business scale;
(3) The design and construction of the gas station meet the corresponding national standards, and have passed the acceptance of the departments of land and resources, planning and construction, safety supervision, public security and fire control, environmental protection, meteorology, quality inspection, etc.;
(4) Having professional technicians in the inspection, measurement, storage and transportation, fire control and safety production of refined oil;
(5) Water gas stations (ships) and shore-based gas stations (points) engaged in the supply and operation of marine refined oil shall not only comply with the above provisions, but also comply with the relevant provisions on port and water traffic safety and water pollution prevention and control;
(6) The competent commercial department of the provincial people's government may, in accordance with the provisions of these Measures, set specific conditions for refueling stations that only sell diesel oil in rural areas.
The establishment of foreign-invested refined oil enterprises shall abide by these measures and the relevant state policies, foreign investment laws, regulations and rules.
If the same foreign investor is engaged in retail sales of refined oil products in China, owns more than 30 gas stations (including investment in gas stations, holding and leasing gas stations) and sells different types and brands of refined oil products from multiple suppliers, foreign holding is not allowed.
