Education informatization is the only way to basically realize the modernization of education, an important way to run a satisfactory education for the people and a strategic choice for Hunan to accelerate the construction of a strong education province. At present, a number of experimental schools of educational informatization in our province have spawned new teaching models such as open classroom, flip classroom, virtual classroom and 3G real-life classroom, and new learning methods such as ubiquitous, independent inquiry, interactive discussion and case study. Third, the application-driven talent training mode reform. Through the deep application of information technology, building a new learning environment with more diverse learning contents, more flexible learning methods and more diverse learning objectives can effectively improve students' information ability, innovation ability, cooperation ability and adaptability.

Copying and promoting the "Huarong model" in which enterprises participate in the whole province should have a strong reference significance for the central and western regions.

The first is to promote the innovation of construction mechanism with the participation of enterprises. The task of building the basic conditions of education informatization in Hunan is arduous, but the traditional construction mechanism of "self-investment, self-construction, self-management and self-use" has proved to be a huge investment with little effect, giving full play to the decisive role of the market in resource allocation. In 20 13, in Huarong county, Yueyang city, our province carried out the pilot project of "enterprises participating in the construction of three links in the county as a whole", and completed the construction task of "school-to-school communication" in only three months, and basically realized the deep integration of information technology and teaching through "class communication" and "everyone communication". Our province has replicated and popularized the Huarong model in which enterprises in the whole province participate, which should be of great reference significance to the central and western regions.

The second is to promote model innovation under the guidance of pilots. In 20 13, our province arranged special funds to support a number of pilot counties, schools and special pilots of provincial and ministerial education informatization, and promoted the pilot units to actively explore new modes of promoting education informatization in line with their own development reality and needs, which has a strong demonstration and driving role for the whole province.

The third is to promote the innovation of management system with comprehensive reform. Seize the favorable opportunity of comprehensive reform in the field of education, carry out comprehensive reform and collaborative innovation in the promotion mechanism and management system of educational informatization, the investment and benefit distribution mechanism of educational informatization, the rational allocation mechanism of teachers' resources, and the sharing mechanism of digital educational resources, so as to realize sustainable development.

Highlight and strengthen overall planning

Educational informatization is a complex systematic project, involving all aspects of education at all levels, and it is in urgent need of strong overall planning.

The first is to strengthen the overall planning of functions. Hunan Provincial Department of Education regards Xintui Office as an independent entity office, which clearly defines the functions of coordinating and guiding all kinds of educational informatization work in the province, and better solves the problems of scattered management and many policies in the past.

The second is to strengthen resource pooling. Education informatization is not only the responsibility of the education department, but also other government departments have work, projects and funds to support education informatization within their respective responsibilities. These resources should be coordinated through effective means to form a joint force. The third is to strengthen project planning. Educational informatization is an important part of national informatization, and the educational informatization project should be integrated into all kinds of informatization projects to win a broader development space for educational informatization.

From 20 13, our province has combined the "school-to-school communication" with the "village-to-village communication" project run by the provincial government. Every year, communication operators will provide free broadband access to about 2000 teaching points below villages or towns. Incorporate "Digital Campus" into the "Digital Hunan Guidance Fund" for overall consideration, and rely on the Ministry of Industry and Information Technology to build about 50 digital campuses every year.
