Guided by specialization and socialization, based on meeting the national environmental protection needs in the Twelfth Five-Year Plan, with the overall transformation of environmental protection industry as the main line, focusing on the development of environmental services in key areas, optimizing the policy environment and improving the support system, the plan puts forward six main tasks: giving priority to the development of socialized professional operation services for pollution control facilities, focusing on the development of comprehensive environmental services, vigorously developing environmental consulting services, accelerating the development of environmental technical services, gradually developing other environmental services, and accelerating the construction of environmental service support system; The safeguard policies such as deepening service industry reform, strengthening policy guidance and increasing financial support have been clarified; Four specific measures are put forward to promote the implementation of the plan, such as raising awareness, implementing evaluation, strengthening linkage and giving play to the role of industry organizations.
