It is understood that the four urban areas of Chengguan, Qilihe, Xigu and Anning in Lanzhou City are key restricted dog-raising areas; Yongdeng County, Yuzhong County, Gaolan County and Honggu District People's Government are located, and Gaolanshan Township and Qingbaishi Township in Chengguan District are generally restricted dog-raising areas. Individuals are prohibited from raising strong dogs and large dogs in restricted areas. Feeding strong dogs and large dogs shall be handled by themselves within one month from the date of announcement. If it is not handled within the time limit, it shall be handled by the public security organ, and the handling fee shall be borne by the dog breeder; If the unit approves the feeding of strong dogs and large dogs, it must be tied up or kept in captivity, and warning signs shall be hung at the door of the dog-raising unit and the feeding place; Units and individuals in the restricted areas raise small ornamental dogs. Since the date of the announcement, dog owners should take the initiative to register with the police station in the jurisdiction, and take the initiative to go to the agriculture and animal husbandry department for quarantine and immunization; It is forbidden to engage in dog breeding, trading and other business activities in restricted areas. All units and individuals engaged in dog breeding, trading and other business activities in the restricted support area shall close the trading place within 15 days from the date of announcement and deal with trading dogs. Those who fail to close or deal with trading dogs within the time limit shall be banned by the public security organs and the industrial and commercial departments, and shall be given a heavier punishment in accordance with the relevant provisions of the Regulations on Restricting Dog Raising in Lanzhou City; Units and individuals that keep small ornamental dogs in restricted areas must abide by the following provisions: it is forbidden to enter markets, shops, restaurants, parks, schools, theaters, stations, docks, air stations and other public places where dogs are prohibited from entering according to government regulations; Military dogs and police dogs are excluded from performing tasks and performing dog performances. Dogs are not allowed to take public transport; Dogs must hang dog tags and leashes when they go out, and be led by adults; Clean up the dog's excrement in time. In violation of the above provisions, the public security, urban management, agriculture and animal husbandry departments shall be severely punished in accordance with the provisions of relevant laws and regulations. The classification standards for strong dogs, large dogs and small ornamental dogs shall be implemented with reference to the Standard for Quasi-Dog Breeding in Lanzhou City formulated by Lanzhou Public Security Bureau and Agriculture and Animal Husbandry Bureau. 4. Hybrid dogs with similar characteristics to purebred dogs are regarded as purebred dogs of similar breeds. If the characteristics of hybrid dogs are not obvious and difficult to determine, Lanzhou Agriculture and Animal Husbandry Bureau and Lanzhou Public Security Bureau shall organize expert appraisal to decide whether to keep them.
