Individuals who purchase new commercial housing in District 9 and sign commercial housing sales contracts online for the record during the online and offline exhibitions will be subsidized according to 100% of the actual deed tax paid, and the subsidy funds will be shared by the city and district in a ratio of 5: 5.
Individuals who buy second-hand houses in District 9 and sign the Heilongjiang Real Estate Intermediary Service Contract online during the online and offline exhibitions will be subsidized according to 50% of the deed tax actually paid, and the subsidy funds will be shared by the city and district according to the ratio of 5: 5.
The Harbin Municipal Government explained that during the exhibition, individuals who purchase newly-built and second-hand commercial housing in the ninth district of Harbin's main city will be subsidized according to 100% and 50% of the deed tax actually paid by the buyers respectively.
The above three policies and measures can be applied at the same time with the third and fourth policies in the Implementation Opinions on Promoting the Stable and Healthy Development of the Real Estate Market in Harbin (Ha Zhu Jian Fa [2021] No.267) issued by nine departments including Harbin Housing and Construction Bureau.
In addition, high-level talents who meet the relevant policies and regulations of high-level talents in Harbin and are recognized by the municipal human resources and social security department and receive a one-time resettlement fee are the main lenders to purchase the first family home, establish a personal housing provident fund account in Harbin and pay in full for more than 6 months (inclusive), and can apply for a housing provident fund loan. The maximum loan amount is calculated according to the balance of the housing provident fund account.
The maximum loan amount for single employees will be raised from 500,000 yuan to 600,000 yuan, and the maximum loan amount for dual employees will be raised from 700,000 yuan to 800,000 yuan.
