According to the spirit of the Teacher Law, the Regulations on Teacher Qualification, the Measures for the Implementation of the Regulations on Teacher Qualification and the Notice on Doing a Good Job in the Qualification of Primary and Secondary School Teachers in Jiangxi Province in 2022, and in accordance with the requirements of reducing the number of certificates and optimizing services, the relevant matters concerning the qualification of primary and secondary school teachers in our city in the second half of 2022 are hereby announced as follows:
I. Identification conditions
(1) Identify the object
China citizens who have not reached the national statutory retirement age and meet one of the following conditions may apply for the qualification of primary and secondary school teachers in Ji 'an:
1. Ji 'an household registration personnel;
2. Non-local household registration personnel who hold Ji 'an residence permit and are within the validity period;
3. Undergraduate, junior college graduates and graduate students from full-time colleges and universities in Ji 'an;
4. Education graduate students and normal students who meet the exemption conditions in Ji 'an;
5. Hong Kong, Macao and Taiwan residents who study, work and live in Ji 'an shall be valid for five years with valid certificates such as Hong Kong, Macao and Taiwan Residents' Residence Permit, Hong Kong and Macao Residents' Pass to and from the Mainland and mainland travel permit for taiwan residents;
6. Soldiers and armed police of the troops stationed in the city.
(2) Ideological and moral status
The applicant shall support the leadership of the * * * production party in China, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the Teachers Law of People's Republic of China (PRC), have good political morality and abide by teachers' professional ethics.
(3) Education
To apply for the accreditation of all kinds of teachers' qualifications (see Article 4 of the Regulations on Teachers' Qualifications for the classification of teachers' qualifications), one should have the academic qualifications stipulated in the Teachers Law of People's Republic of China (PRC).
1. To apply for kindergarten teacher qualification certification, you must graduate from kindergarten normal school or other colleges or above.
2. To apply for the qualification of a primary school teacher, you should have graduated from a secondary normal school or other junior college education.
3. To apply for junior high school teacher qualification, one should have a teacher's college degree or above.
4. To apply for the qualifications of teachers in senior middle schools, secondary specialized schools, technical schools and vocational high schools, one should have a bachelor's degree or above from a normal university or other universities.
5. To apply for the qualification of practice instructor in secondary specialized schools, technical schools and vocational high schools, one should have a secondary vocational school or other junior college degree or above, and should also have a professional technical title of assistant engineer or above or a technical level of intermediate workers or above.
The qualifications mentioned above should be a series of national education qualifications recognized by the Ministry of Education. Holders of Hong Kong, Macao and Taiwan education and foreign education should provide degree certification issued by the Study Abroad Service Center of the Ministry of Education.
(D) Education and teaching ability conditions
1. The applicant shall take the qualification examination for primary and secondary school teachers and pass the examination; Or the postgraduate students and normal students who are included in the reform scope, have obtained the Certificate of Teachers' Professional Ability for Normal Students and are within the validity period. The number of years of study and the subject of applying for teacher qualification shall be consistent with the marked number of years of study and the subject.
2. The applicant shall obtain the Putonghua proficiency test grade certificate issued by the State Language Committee, and the Putonghua level shall reach Grade II B or above (among them, the Putonghua level for applying for the qualification of teachers of Chinese as a foreign language and ordinary teachers in primary schools shall reach Grade II A or above).
3. The applicant should have good physical and psychological qualities. Applicants should have no history of infectious diseases and mental illness, be able to meet the needs of education and teaching, and pass the physical examination in hospitals at or above the county level designated by the corresponding accreditation bodies.
(five) temporarily not accepting the same applicant to apply for two or more teacher qualifications in the same year.
(six) the following persons apply for teacher qualification, which shall not be recognized according to law:
1. Persons who have been disqualified as teachers according to Article 14 of the Teacher Law of People's Republic of China (PRC).
2. The person whose teacher qualification has been revoked according to Article 19 of the Regulations on Teacher Qualification has not been more than 5 years since the date of revocation.
Second, the identification process.

1. Eligible applicants should log in to the China Teacher Qualification Network () within the specified registration time, select the online portal for teacher qualification applicants, log in with their registered account and password, and select the "Teacher Qualification Identification" module to register. (2) Social personnel apply for the qualification of kindergarten, primary school and junior high school teachers. Teachers' qualification accreditation bodies and on-site confirmation points all choose the county (city, district) Education and Sports Bureau of their domicile and residence.
(3) Social personnel apply for the qualification of internship instructors in senior middle schools, secondary vocational schools and secondary vocational schools, and the accreditation body chooses Ji 'an Education and Sports Bureau. (2) On-site confirmation
1. According to the principle of "localization" management, social workers who apply for the qualification of internship instructors in kindergartens, primary schools, junior middle schools, senior middle schools, secondary vocational schools and secondary vocational schools all go to the county (city, district) Education and Sports Bureau where their household registration is located for material pre-examination and on-site confirmation. 2. According to the relevant regulations of the Ministry of Education, the results of the Putonghua proficiency test can be queried through the national government service platform (), and the query results have the same effect as the certificate. Applicants' foreign academic qualifications should be submitted to the foreign academic degree certificate issued by the study abroad service center of the Ministry of Education, and Hong Kong, Macao and Taiwan academic qualifications should be submitted to the Hong Kong, Macao and Taiwan academic degree certificate issued by the study abroad service center of the Ministry of Education. Applicants are required to submit two recent one-inch bareheaded photos with color white background (the same as the photos uploaded by online registration, teacher qualification certificate and physical examination form). To apply for the qualification of internship instructor in secondary vocational schools, in addition to the above materials, it is also necessary to provide professional and technical positions equivalent to assistant engineers or intermediate workers or above.
5. At the time of on-site confirmation, all authorized institutions must inform the applicant of the missing materials at one time and fill them within a time limit. Applicants can submit a book, and after completing the materials that should be submitted within the time limit, the teacher qualification accreditation body will recognize it.
(3) Physical examination
According to the principle of "localization", the physical examination of those who apply for teacher qualification shall be organized by the education bureaus and sports bureaus of counties (cities, districts) according to the relevant requirements, and the accreditation body shall inform the applicant of the physical examination time and hospital when confirming on the spot. See Annex 3 for relevant standards, which can only be recognized after passing the physical examination.
(four) the issuance of teacher qualification certificates
After the accreditation work is completed, accreditation bodies at all levels make accreditation conclusions according to the audit situation, and make teacher qualification certificates for applicants who meet the accreditation conditions. The applicant's "teacher qualification application form" is printed in duplicate by the county (city, district) Education and Sports Bureau, one of which is deposited in the applicant's personnel file and the other is filed by the accreditation body.
Kindergarten, primary school and junior high school teacher qualification certificate collection time and place to the county (city, district) Education and Sports Bureau announcement shall prevail.
Senior middle schools, secondary vocational schools, and secondary vocational schools' internship instructors' qualification certificates are uniformly sent free of charge by postal express. Please scan the QR code in Annex 2 and fill in the mailing address correctly, without going to the Municipal Education and Sports Bureau to get it.
Third, matters needing attention
1. The applicant must personally register online and conduct on-site audit confirmation, and be responsible for the accuracy and authenticity of the personal information and on-site audit materials provided. No school or any institution is allowed to register for the exam. If my application for teacher qualification is affected by others' substitution for registration, the responsibility shall be borne by the applicant himself.
2. If an applicant who practices fraud or defrauds a teacher's qualification is revoked in accordance with the provisions of Articles 19 and 20 of the Regulations on Teacher's Qualification, he shall not reapply for a teacher's qualification within five years from the date of revocation, and his teacher's qualification certificate shall be confiscated by the education administrative department of the people's government at or above the county level.
