Interim Measures of Hangzhou Municipality on the Administration of Bulk Cement

Article 1 In order to develop bulk cement, improve social and economic benefits and better serve economic construction, these Measures are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this Municipality. Article 2 All units and individuals engaged in the production, distribution, storage, transportation, use and management of bulk cement within the administrative area of Hangzhou (including counties and cities under the jurisdiction of the city) must abide by these measures. Third city and county (city) Planning Commission is the competent authority of bulk cement management of the people's government at the same level. City, county (city) bulk cement office (hereinafter referred to as the office) is responsible for the implementation of these measures. People's governments at all levels should strengthen their leadership in the management of bulk cement, and relevant departments such as banks, urban construction, taxation, prices, public security, planning, standard measurement, materials, building materials and transportation should actively cooperate with the development of bulk cement. Article 4 The main responsibilities of agencies at all levels are as follows:

(a) to implement the relevant laws, regulations and policies on the development of bulk cement;

(two) the preparation of bulk cement development plan, formulate the annual production plan and use plan of bulk cement, and organize the implementation, supervision and inspection after approval by the competent department.

(three) according to the provisions of the collection and overall arrangement of the use of special funds for the development of bulk cement. Fifth cement production enterprises should be equipped with bulk cement distribution facilities. With an annual output of more than 50,000 tons, cement distribution facilities should be equipped to make the bulk cement rate reach more than 35% before the end of 1992; If the annual output is less than 50,000 tons and more than 30,000 tons, cement distribution facilities should be equipped to make the bulk cement rate reach more than 25% before the end of 1994. The annual output of less than thirty thousand tons, should actively create conditions, equipped with bulk cement distribution facilities. Article 6 Newly built, expanded or rebuilt cement production enterprises must incorporate bulk cement distribution facilities into their construction contents and build them simultaneously, and the bulk cement rate should reach more than 50%. The initial expansion design must be reviewed by decentralized offices at the same level. Seventh cement production enterprises should complete the bulk cement production plan on time; The supplier shall supply bulk cement according to the distribution plan. The relevant business departments should take the implementation of the plan as one of the indicators for assessing enterprises. Eighth cement production enterprises and storage and transportation units should strengthen the measurement management of bulk cement distribution and transportation, and strictly implement the measurement laws and regulations. Article 9 Bulk cement shall be used in all kinds of construction projects with urban construction area of more than 3,000 square meters and investment of more than 500,000 yuan, and with vehicle and vessel traffic conditions, and the bulk rate must reach more than 50%. Production enterprises such as cement component products factories with cement as the main raw material should use bulk cement; Where the annual consumption of cement is more than 500 tons, the bulk rate must reach more than 70%. Due to mandatory plans to transfer bagged cement from other cities, or due to objective factors such as construction environment, tight supply of bulk cement, and other special circumstances, bulk cement cannot be used, which shall be approved by the Municipal Office of Bulk Cement. The construction unit undertaking the construction project shall have facilities suitable for the construction with bulk cement. Construction units that do not have facilities suitable for bulk cement construction shall not participate in the bidding for construction projects. Article 10 Units that produce, distribute, store and transport bulk cement shall pay taxes in accordance with regulations. If it is really difficult to pay taxes, you can apply to the local tax authorities for tax reduction or exemption. Eleventh bulk cement special vehicles to enter the city, the public security department should be regarded as other special vehicles to be convenient. Article 12 The packing fee saved by cement production enterprises in supplying bulk cement shall be distributed according to the distribution ratio determined by the scattered offices at all levels in conjunction with the price management departments at all levels, turned over to the scattered offices at the same level, returned to the users, retained by the enterprises and used as special funds for management. Article 13 Under the following circumstances, scattered offices at all levels directly or entrust banks and other relevant departments to collect special funds for the development of bulk cement: (1) Units and individuals using planned bagged cement shall collect special funds at the standard of two yuan per ton. (two) the use of units to buy bagged cement, a special fund of four yuan per ton. (three) the provisions should use all kinds of construction projects of bulk cement and cement as the main raw material of production enterprises, in addition to objective factors, did not reach the prescribed bulk rate, according to the unused part of four yuan per ton of special funds. (four) to change the bulk cement supply plan into bagged cement without authorization, and levy a special fund of four yuan per ton on the supply unit. (five) enterprises that have not completed the annual bulk cement production plan shall receive special funds at four yuan per ton according to the unfinished plan. Fourteenth cement production enterprises to the user overdue refund of bagged cement paper bag deposit, 50% turned over to the same level of scattered office included in the special funds; 50% as non-operating income. Fifteenth construction projects should pay special funds, which belong to the contract, shall be borne by the contractor; Materials belonging to the construction unit shall be borne by the construction unit. Article 16 The special funds collected by scattered offices at all levels shall be stored in special accounts, strictly managed and arranged as a whole, and used exclusively for: (1) the purchase and construction of bulk cement equipment and facilities; (two) the development of bulk cement research, new technology development, introduction and information exchange; (three) reward units and individuals that have made remarkable achievements in promoting the application of bulk cement; (four) the publicity and management of bulk cement. Seventeenth special funds returned to users and cement production enterprises, mainly for the purchase and construction of bulk cement equipment and facilities; If the user is the construction unit, it shall offset the project payment.
