Beijing international studies university was established in June 2004 and June 2005 on the basis of the former Xinhua News Agency Foreign Language Cadre School, which was personally proposed by Premier Zhou Enlai. It is the first batch of undergraduate enrollment institutions in China and a key university in Beijing jointly established by the central government and Beijing.

It has been led by the National Cultural Liaison Committee, the Ministry of Foreign Affairs, the Beijing Municipal People's Government, the Ministry of Education and the National Tourism Administration. In March 2022, it was jointly established by the Ministry of Culture and Tourism and Beijing Municipality.
