First, warehousing

1. The subordinate unit of the warehouse shall report the warehouse safety assessment report to the public security organ at the county level where the warehouse is located for the record.

3. Enter warehouse information through the "warehousing" function in "Company Management" and upload important attachment information (home page of safety assessment report, warehouse geographic information page, safety assessment conclusion page, etc. ).

Second, matters needing attention:

1, when warehousing, it must be registered in strict accordance with the relevant conclusions in the safety assessment report;

2. The subordinate unit of the warehouse should fill in the subordinate unit of the warehouse, not the user who rents the warehouse. When the warehouse is built for self-use, if the unit name in the safety assessment report is inconsistent with that in the civil explosive system, it is suggested that the unit name in the civil explosive system shall prevail, otherwise "own" cannot be selected during the use of the warehouse;

3. The recommended format of warehouse name is: county+township+village group+company or project department+* detonator depot or explosive depot;

4. The warehouse address is: province+city+county+township+village group+house number or small place name. It is suggested that one standard and three real addresses shall prevail;

5. The latitude and longitude information of the warehouse shall be subject to the latitude and longitude measured by the safety assessment company in the safety assessment report. If there is no latitude and longitude information in the original safety evaluation report, you can install a latitude and longitude measurement software on your mobile phone and take the warehouse gate as the measuring point to measure;

6. The varieties stored in the warehouse are divided into two categories: detonators and explosives. When explosives and other varieties (such as detonating cord) are stored at the same time, it is necessary to enter the information of industrial explosives and cables in the warehouse item information, and the sum of the explosive storage amount and the drug content of the item cannot exceed the approved storage amount of the warehouse;

7. A warehouse can only be entered once, and cannot be entered repeatedly. If the input is wrong, you need to modify or cancel the warehouse.

8. warehousing is the premise of using the warehouse. Regardless of whether the warehouse was registered in the civil explosion system before, after the system is upgraded, it must be re-entered according to the new process, otherwise the subsequent process cannot continue.

What are the storage archiving conditions?

There are no effective laws and regulations applicable to the warehousing industry for filing. The Measures for the Administration of Warehouse Industry formulated by the Ministry of Commerce is only a draft for comments, and no effective or implementation date has been found. The basic filing regulations can only be used as a reference.

Measures for the Administration of Warehouse Industry (Draft for Comment)

Article 1 In order to promote the healthy development of the warehousing industry, standardize warehousing operations, maintain the order of the warehousing market and ensure the safety of warehousing activities, these Measures are formulated in accordance with relevant national laws and administrative regulations.

Article 2 These Measures shall apply to the warehousing business within the territory of People's Republic of China (PRC). In the port area, railway freight yard, road transport station (field) engaged in grain and oil storage business activities, as otherwise provided by the state, from its provisions.

The term "warehousing business activities" as mentioned in these Measures refers to the business behavior of providing warehousing services such as goods storage, financing supervision, processing and packaging, sorting and distribution by using warehouses and related facilities.

The term "warehouse" as mentioned in these Measures refers to the place where goods are stored and related operations are carried out, including warehouses, storage tanks, freight yards and yards.

Article 3 Enterprises engaged in warehousing business activities shall abide by laws and regulations such as planning and construction, safety supervision, public security and fire control, inspection and quarantine, environmental protection and these Measures. , and carry out business activities according to law.

Article 4 The Ministry of Commerce is in charge of the national warehousing industry, and the local competent commercial departments at all levels manage the warehousing industry within their respective administrative areas.

Article 5 Warehousing industry associations shall safeguard the legitimate rights and interests of enterprises, actively provide services for enterprises, and do a good job in industry self-discipline, consulting services, personnel training, qualification certification, enterprise evaluation and credit construction under the guidance of the competent commercial departments.

Article 6 The State encourages warehousing enterprises to innovate their business models and management methods, apply advanced facilities and technologies, and improve the level of industry development.

Article 7 A warehousing enterprise shall implement the national and industrial standards for warehouse construction, warehousing operations, warehousing services and warehousing safety.

Article 8 A warehousing enterprise shall formulate a safety management, environmental protection and occupational health system that meets the requirements of relevant laws and regulations and fulfill its social responsibilities.

Article 9 A warehousing enterprise shall meet the following basic conditions:

(1) Having a business license issued by the administrative department for industry and commerce;

(2) Having self-built or leased warehouses and related facilities;

(3) Having facilities and equipment suitable for the service items it operates;

(four) to establish rules and regulations and operating procedures that meet the needs of the business;

(5) Having professional and technical personnel engaged in the corresponding business.

Where it is necessary to obtain an administrative license to engage in hazardous chemicals warehousing, bonded warehousing and other related businesses, its provisions shall prevail.

Article 10 An enterprise providing warehousing services shall undertake the obligation to keep confidential the commercial information of the consignor, ensure the safety of the goods during storage, ensure that the goods are not lost, short or damaged, and ensure that the accounts of the stored goods are consistent and the information is transmitted accurately.

Article 11 An enterprise providing warehouse leasing services shall agree with the lessee on the safety responsibilities during the use of warehouse leasing.

Article 12 An enterprise providing supervision services for pledged financing shall comply with the following provisions:

(1) Signing a special pledge supervision agreement with the pledgor and the pledgee;

(two) issued a true and unique warehouse receipt;

(3) Strictly implement warehouse receipt filling, issuance, review, endorsement, replacement, invalidation, filing and other related systems.

The supervision of pledge financing can be carried out in its own warehouse, or in the pledgor's warehouse or the third-party warehouse.

Article 13 A warehousing enterprise shall, within 30 days after registration, register the enterprise information with the local competent commercial department (see Annex 1 for the format of the registration form).

Warehousing enterprises registered in industrial and commercial registration before the implementation of these Measures shall, within 60 days from the date of implementation of these Measures, go to the local competent commercial department for enterprise information registration.

When the record items are changed, it shall go through the formalities of change at the competent commercial department of the place of registration within 30 days from the date of change.

The provincial commerce department shall submit the summary table of the last year of the province to the Ministry of Commerce before the end of March each year (see Annex 2 for the format of the summary table for the record).

Enterprises that provide pledge financing supervision services shall, in addition to filing and registering enterprise information, also file special business with the local competent commercial department (see Annex 3 for the format of special business filing form).

Article 14 The Ministry of Commerce shall organize and implement statistics on the operation of storage facilities and storage enterprises. The competent commercial departments at or above the county level shall, according to the requirements of the Ministry of Commerce, organize the statistical work of the warehousing industry within their respective administrative areas.

Fifteenth warehouse employees should abide by professional ethics and abide by national laws and regulations; Warehousing enterprises shall organize employees to participate in training and obtain relevant qualification certificates.

Article 16 Where a warehousing enterprise starts its business without industrial and commercial registration, the competent commercial department has the right to order it to make corrections. If it refuses to make corrections, it shall be submitted to the relevant departments for handling.

Article 17 Where a warehousing enterprise fails to go through the filing formalities according to the provisions of these Measures, the competent commercial department has the right to order it to make corrections. Those who refuse to make corrections will be fined1-30,000 yuan.

Eighteenth warehousing enterprises in violation of the provisions of article ninth of these measures, the competent department of commerce has the right to order it to correct. Those who refuse to make corrections will be fined1-30,000 yuan, and those who cause major safety accidents will be handed over to relevant departments for handling.

Nineteenth warehousing enterprises in violation of the provisions of these measures, causing damage to the owners of enterprises, should bear the corresponding civil liability.

Article 20 The Ministry of Commerce shall be responsible for the interpretation of these Measures.

Article 21 These Measures shall come into force as of 2065 438+03.
