Cities with "not enough houses to sell" have introduced a new regulation policy: "families without houses" have priority to subscribe.

Which city in China needs new houses most? It's not Hangzhou, which is shaking, nor Shenzhen, which is magical, but Ningbo, Zhejiang.

The ratio of deposit to sales of new houses is only 2.3 months. In June, Ningbo, which continued to be hot, not only the price of new houses increased by 6% year-on-year, but also the price of second-hand houses increased by 8.6% and 1.2% respectively. The market has predicted that after Hangzhou and Shenzhen, Ningbo and other hot spots in the property market will introduce regulatory policies.

On July 22nd, the boots landed. Ningbo Housing and Construction Bureau and other departments issued the Notice on Further Standardizing the Sales Behavior of Commercial Housing and Effectively Protecting the Demand of Residents for Self-occupation. It is clear in the notice that families who have no housing in the administrative areas of Haishu District, Jiangbei District, zhenhai district, Beilun District, Yinzhou District and Fenghua District of Ningbo City and meet one of the following conditions can subscribe for 1 set of commercial housing first according to the requirements of this notice.

Houseless families can only be transferred after 5 years of priority subscription.

The "Notice" gives a detailed interpretation of the "family without a house". First, one of the family members (husband and wife and minor children) has a household registration in six districts of the city; Second, continuous payment of social insurance for 24 months or more in six districts of the city in the past three years; Three, I or my spouse belongs to the introduction of the city's top talents, outstanding talents, leading talents, top-notch talents, senior talents, the above three types of families are collectively referred to as "families without housing".

Example 1: Xiao Li's household registration is Haishu District, and his wife and minor children are registered in other places. Xiao Li, his wife and minor children have no housing in the sixth district of the city. Xiao Li belongs to the first family.

Example 2: Xiao Zhao's household registration is in Cixi, but he has worked and lived in Yinzhou District for three years, and social security has been paid continuously for 24 months. The social security payment place is also in Yinzhou District, and Xiao Zhao, his wife and minor children have no room in the sixth district of the city. Xiao Zhao belongs to the second family.

Xiao Wang's family is registered in other provinces, but has worked and lived in Haishu District for three years. In Haishu District, social security has been paid continuously for 24 months. Xiao Wang, his wife and minor children have no room in the sixth district of the city. Xiao Wang also belongs to the second family.

Example 3: Professor Chen is a senior talent introduced from Hangzhou Bay New Area. Professor Chen, his wife and minor children have no housing in the sixth district of the city, so Professor Chen belongs to the third family.

At the same time, the reporter noted that the policy of "families without housing" giving priority to the subscription of commercial housing stipulates that "the real estate ownership certificate must be obtained for five years before it can be transferred".

Yan Yuejin, research director of the think tank center of Yiju Research Institute, told the reporter that purchase restriction is only a way, and excellent purchase is a deeper and more important consideration. Previously, Ningbo's purchase restriction policy effectively hit the demand for all kinds of real estate speculation. Through this policy of giving priority to the purchase of houses, various housing rights and interests that are just needed are actually guaranteed.

Housing enterprises provide at least 50% of the housing for "priority subscription"

An organization's "100-City Inventory Report" shows that the inventory-to-sales ratio of new residential buildings in Ningbo is only 2.3 months, which is the lowest among the 100 cities in China. "The short cycle indicates that the city's property market is overheated, and it is necessary to prevent the real estate speculation from rising." Yan Yuejin pointed out.

In this context, Ningbo's new house purchase policy makes it clear that real estate development enterprises should randomly select not less than 50% of saleable residential houses (according to the number of sets) within the six districts of the city for families without houses to subscribe for commercial residential projects or batches that meet the sales conditions. Real estate development enterprises should organize non-housing families to subscribe first before the sale of projects or bulk houses.

If the number of households without housing who participate in the priority subscription exceeds the number of pre-sale housing units that should be provided, the real estate development enterprise shall determine the purchase object through public lottery, and the notary office shall notarize the whole process of lottery.

In order to prevent real estate speculation, the policy also limits the object of lottery. Houseless families who participate in the priority subscription shall not participate in the registration of purchase intention of any other project from the date of registration of purchase intention to the end of the priority subscription activity of this project.

If families without housing fail to win the bid in the priority subscription, real estate development enterprises should allow them to participate in the purchase of surplus housing. If the ratio of the number of people to be purchased to the number of remaining houses exceeds 2: 1, the real estate development enterprise shall also determine the object of purchase by public lottery, and the notary office shall notarize the whole process of lottery. Real estate development enterprises shall, within 3 days from the date of determining the buyers, upload the list of buyers (including families without houses) to the city real estate trading network and accept social supervision.

"A policy like Ningbo can be used for reference by some cities that have been destocking too quickly, at least to help alleviate the pressure of just buying a house. Through the combination model of purchase restriction and preferential purchase policy, it will help to implement the policy orientation of not speculating on housing and supporting reasonable housing demand.
