1. Formulate development plans and policies for human resources and social security, draft laws and regulations on human resources and social security, formulate departmental rules, and organize implementation, supervision and inspection.
2. Formulate human resource market development plan and human resource mobility policy, establish a unified and standardized human resource market, and promote the rational flow and effective allocation of human resources.
3. Responsible for promoting employment, formulating plans and policies for coordinating urban and rural employment development, improving the public employment service system, formulating the employment assistance system, improving the vocational qualification system, establishing a coordinated vocational training system for urban and rural workers, taking the lead in formulating employment policies for college graduates, and formulating training incentive policies for high-skilled talents and rural practical talents jointly with relevant departments.
4. Coordinate the establishment of a social security system covering urban and rural areas. Coordinate the formulation of urban and rural social insurance and supplementary insurance policies and standards, organize the formulation of national unified social insurance relationship renewal measures and basic pension national overall planning measures, coordinate the formulation of basic old-age insurance policies for government agencies and institutions, and gradually improve the level of fund overall planning.
