2. With the professional title grade and age gradient as the basic conditions, the restrictions on the settlement of professional and technical personnel with professional titles will be fully liberalized, and the employment policy will be implemented for professional and technical personnel with high, medium and junior professional titles.
3. With the national vocational qualification certificate level and age gradient as the basic conditions, the restrictions on the settlement of talents with the national vocational qualification certificate level will be fully liberalized, and the employment policy for senior technicians, technicians and senior workers will be implemented.
4. With legally stable residence and legally stable employment as the basic conditions, fully liberalize the restrictions on settlement in Jinpu New District and northern areas.
5. Take legal and stable residence in our city as the basic condition, and let go of the restrictions on parents of young children who take refuge in our city.
6. Let go of the restriction that spouses and minor children of married people who move with them should be handled at the same time, and those who move with them should be transferred first.
Legal basis: Article 26 of the Regulations of Dalian Municipality on Household Registration Management. Persons who meet the requirements for household registration shall apply for registration of permanent residence in accordance with the following provisions:
(a) in accordance with the provisions of Article 4 to Article 22 of the provisions of the personnel, to the local police station to apply, after the police station to verify the relevant situation, submitted to the county (city), the District Public Security Bureau (branch) for examination and approval;

(four) in accordance with the provisions of article twenty-fourth, with the proof issued by the liaison office of Dalian foreign institutions, to the area where the police station is located for temporary residence.
