The relevant matters are hereby notified as follows:
The first is to investigate and deal with the "three noes" speedboat. Severely investigate and deal with "three noes" speedboats without ship name and number, ship certificate, port of registry and power exceeding that used in general production and operation.
Second, crack down on illegal crimes such as the theft of Haibao. Severely crack down on illegal and criminal acts such as stealing sea treasures and illegal fishing at sea.
Third, investigate and deal with violations of speedboats. Strictly investigate and deal with violations such as not equipped with safety facilities, sailing within airworthiness and driver competency.
Four, investigate and deal with illegal production and operation of ship building enterprises. Comprehensively inspect the shipbuilding enterprises in the whole region, focusing on the production qualification and operation safety management of the manufacturers, and checking the trading and modification registration of speedboats.
Five, the illegal speedboats seized, shall be investigated and dealt with by the relevant departments in accordance with their duties; After investigation, it is confirmed that the speedboat is "three noes", and all of them will be detained first, and then handed over to the government where the speedboat owner is registered or where the speedboat is detained. Anyone suspected of committing a crime shall be handed over to the public security organ or the marine police agency for investigation and punishment according to law.
